By decisions of the local or county public administration authorities, infractions are established and sanctioned in all fields of activity for which they are established by law, to the extent that infractions are not established in those fields by laws, ordinances or government decisions. “

In addition, “the normative acts by which the infractions are established will include the description of the facts that constitute the infractions and the sanction that will be applied to each one of them; in the case of a fine, its minimum and maximum limits will be established or, as the case may be, percentage shares of certain securities; It is also possible to establish rates to determine the compensation for the damages caused by committing the infractions, ”according to the ordinance.

Violators may pay within 15 days half of the fine received.

The sanctions will take effect 3 days after the publication of the law in the Official Gazette, according to the draft.

The bill must also be voted by Parliament, where it can be modified.
