Incoming President Joe Biden has begun the transition. A long list of urgent matters and transfers of power must begin before he can assume command in the White House.

On Tuesday night, the message came from the winner of the election and his team was waiting: the General Services Administration (GSA) gave permission to implement the transition to a Biden administration. The outgoing president, Donald Trump, has made it clear that he gave the green light beforehand, but is equally clear that he continues to fight against the election result.

The GSA makes public funds available so that whoever takes office can build a new administration. The transition permit gives the incoming president access to important government documents. This year, it took several weeks before the permit was granted.

Four urgent matters

Snoen believes that the most urgent is related to the fight against the coronavirus, the stimulation of the economy, security measures and international agreements.

– The most important and acute is obviously the management of the covid-19 pandemic. Biden will likely want to get a full description as quickly as possible of the steps being taken for both the practical distribution of vaccines and the stimulus package for the economy, Snoen says.

Snoen explains that Congress has stopped the stimulus package for the economy, so what Biden can do is limited.

– Biden is rumored to be trying to pressure his own party to accept a less comprehensive package than the one Democrats have demanded so far, to pass.

Biden cannot implement policy measures on his own until he is installed on January 20, Snoen notes.

– No matter what you think about what Trump does during this period, you have to respect him as acting president until Biden’s inauguration.

Generally, the administration under an outgoing president, what is called a “lame duck,” is more like a “business ministry.” In other words, that the state is maintained, without major political changes being implemented.

– In an ordinary case, there would be no need for close cooperation between the outgoing and incoming administrations, but due to the pandemic, the situation is now different. But such collaboration is doubtful, says Snoen.

Threat to elections

Unsolved in Georgia

It is not yet clear whether the Democrats will win a majority in the Senate. It is up to them reclaiming the two vacant seats in Georgia, giving Vice President Kamala Harris a casting vote. But they will not win the “supermajority” of 60 of the 100 seats needed to implement comprehensive legislative changes.

– The situation in the Senate imposes restrictions. Biden will likely rule by presidential orders, as Trump has in the last term. It will likely start by changing two Trump bills on immigration, namely Trump’s order to stop the entry of some Muslim countries and the order to deprive illegal immigrants who arrived as children of some important rights.

The government appointments that have been known thus far smell “steady course,” Snoen believes:

– None of the names we have heard so far is associated with the progressive left in the party. In any case, it wouldn’t get the Republicans to pass those Senate appointments, so it avoids that dilemma. Then you can choose strong names, like the appointed Finance Minister Janet Yellen, a former central bank governor and a respected professional economist.
