Prime Minister Erna Solberg (H) had a serious message Thursday morning: Stay home as much as possible. Have as little social contact as possible with others, he said from the Storting’s rostrum.

– The situation is very serious. If development continues in the same way, we can experience the same thing that more and more countries in Europe are doing. The fear is that the health service will collapse, says Solberg.
– Now we have a strong increase in people who test positive. The situation is very serious and it is demanding for many municipalities to monitor the infection. We don’t have time to wait and see if the measures we introduced last week are sufficient. We must act now to avoid a new closure, the Prime Minister said.

The Norwegian Health Directorate’s recommendations to the government were released Thursday morning. VG receives confirmation of several of the measures that will now be introduced:
The government will ask people to avoid unnecessary travel both within and outside the country in the new austerity measures presented to the Storting today, VG reports.
The number of people at private events in public places is limited to 20 people. In addition, a national bar stop will be introduced at 24.00, requirements for bandages also in taxis, restrictions for gyms, with a requirement of two meters of distance for indoor training, according to information from VG.

The measures recommended by the Norwegian Health Directorate
- Requirement of a documented negative coronary test that has a maximum of 72 hours when entering Norway when coming from a country with a high infection.
- Enter requirements for quarantined hotels if you do not have a permanent residence or have documented a quarantine location approved by your employer.
- National Council to avoid unnecessary domestic travel. This does not apply to business trips / commuter trips or trips that take place with little contact with others (for example, to a leisure property). It also does not apply to the use of free areas in your own region of residence and work. This especially applies to leisure travel to and from areas with higher infection, writes the Norwegian Health Directorate.
- Liquor stop across the country at midnight.
- Digital teaching in colleges and universities.

Local action: recommend closing gyms
It may also be relevant for the government to consider local measures for some parts of the country, especially where the infection extends beyond municipal boundaries, writes the Norwegian Health Directorate.
These include the closing of gyms and bar stops at 10pm, as well as raising the level of upper secondary schools to “red.”
Whether decisions should be implemented at the local or national level depends on the degree of urgency, they emphasize.
This is the complete list of recommendations for local initiatives:
- Red level for secondary schools.
- Total closure of all gyms, sports halls, swimming pools, museums, libraries, event venues without fixed seating, and other public places where many gather indoors.
- The spill stops at restaurants earlier than at the national level.
- Stronger implementation of the mandatory home office for those who can.
- Stronger recommendation to avoid public transportation.
- Introduce tips on the use of face masks for drivers and passengers in taxis in the same areas as they have it in public transport.

- Events – Check local rules against new national regulations and consider an additional tightening: possible event ban. In outbreak areas, the next 14 to 30 days are considered particularly important in reducing social interaction and the risk of spreading the infection.
- Catering: emphasize the possibilities of adjustment in the service beyond the national level. Increase the distance recommendation to two meters in eruption areas.
- Full prioritization and mobilization of municipalities’ capacity to test and track infections, possibly with the assistance of other municipalities and other parts of the country.
- Full mobilization of the communication capacity of the municipalities, if necessary with the assistance of the communication teams of the government agencies.

The infection situation in Norway
After a fall with a slow and moderate spread of infection, FHI refers to the spread of infection as increasing significantly in your latest weekly report.
