“Counting every person in our country through the Census is such a fundamental principle that it is written in our Constitution,” Newsom said in a statement. “This latest administration action to exclude undocumented immigrants by determining representation in Congress, rooted in racism and xenophobia, is a blatant attack on our institutions and our neighbors.”
On Tuesday, Trump signed a memorandum that the White House described as a measure that “excludes illegal aliens from the distribution base after the 2020 Census.” The memo, which drew immediate votes from advocacy groups to fight him in court, marked the latest effort by the Trump administration to change the way the U.S. census is recorded.
The order affirms that the president has the last word on the transmission of the census report to Congress and that the Constitution gives the executive power the authority to “exclude from the distribution base foreigners who are not in a state of legal immigration” .
“Excluding these illegal aliens from the pay-as-you-go basis is more in line with the principles of representative democracy that underpins our system of government,” says the order.
Trump said the order would reject the “radical left” that is trying to “hide the number of illegal aliens in our country.”
In response, Newsom sought to offer support to immigrant communities in their targeted state of the memo.
“In California, we will not back down from our historic work to achieve a fair and accurate Census count,” he said. “For all Californians, including members of our immigrant communities, know that this is your home and that it is your right to be told here.”
The Trump administration has made efforts to alter the census count as part of its efforts to enforce stricter immigration policies in the US The Commerce Department attempted to add a citizenship question to the 2020 count. The new policy would target the census distribution effect but would have no impact on the federal funds a community receives.
