“You probably remember perfectly the events of the last two days, when LVŽS was left without representation in the direction of Seimas. We now see the next stage, the so-called bullying, when it is proposed to take the decision to offer the Joint Group the presidency of the Committee of Audit. (…) That desire to leave the opposition without the opportunity to express their opinion, we do not see the sense of working in the assembly of elders. In the group, we will talk about other measures to defend democracy in the Seimas. Thank you “, said the leader of LVŽS, R. Karbauskis, and left the room where the meeting of elders took place.
According to the Statute of the Seimas, the position of head of the Audit Committee is appointed by a representative of the opposition.
Delphi Remember that in the Seimas sessions held on Friday and Tuesday, the largest peasant opposition group was surprised by the absence of its representative in the leadership of Seimas.
The candidacy of Aušrinė Norkienė proposed by LVŽS was not approved, and the other candidate proposed by them – Jonas Jarutis was no longer proposed because one was busy.
The team of deputies of the president of Seimas Viktorija Čmilyt dip-Nielsen will consist of three conservatives: Jurgis Razma, Radvilė Morkūnaitė-Mikulėnienė and Paulius Saudargas, a representative of the Freedom Party Vytautas Mitalas, and two members of the opposition: a member of the Party Lithuanian Social Democratic Party (LSDP)
Prepared amendments
The amendment to the Statute of the Seimas, which angered the leader of the LVŽS R. Karbauskis, establishes that a representative of the members of the Seimas belonging to the minority of the Seimas is elected president of the Audit Committee.
Until then, the statute of the Seimas looked like this:
A representative of the opposition faction of the Seimas or a coalition of factions with more than half of the members of the Seimas belonging to a minority of the Seimas shall be elected chairman or vice chairman of the Budget and Finance Committee and the Audit Committee. The chair of the Budget and Finance Committee has two vice-chairs.
It is also proposed that a representative of the Seimas members belonging to the Seimas minority be elected chairman of the Seimas Anti-Corruption Commission.
Amendments to the Statute of the Seimas.
The explanatory memorandum establishes that the objective is to establish that the representatives of the members of the Seimas belonging to the minority of the Seimas are elected as Chairman of the Audit Committee and Chairman of the Seimas Anti-Corruption Commission.
“The preparation of the project was facilitated by the fact that currently the Statute of the Seimas stipulates that only a representative of an opposition faction or a coalition of factions with more than half of the members of the Seimas minority, while the Seimas Anti-Corruption Commission is elected in accordance with established procedure. It should be noted that there is a well-established tradition in Seimas labor practice that a representative of Seimas members belonging to a Seimas minority be elected president of the Seimas Anti-Corruption Commission, but this tradition is not fixed in the Statute.
It is considered that, taking into account the tasks of the Seimas Anti-Corruption Commission, it is appropriate to formalize this parliamentary tradition by enshrining in the Seimas Statute the provision that only a minority representative of the Seimas is elected president of the Seimas Anti-Corruption Commission. In the case of the Audit Committee, although it is also possible to elect a member of the governing majority as president, the tradition (with the exception of the 2012-2016 mandate) has been that the president of the Audit Committee is usually a minority and the alternate majority . We offer to formalize it ”, explain the initiators.
Fear of not being heard
On Wednesday evening, LVNS representative Agnė Širinskienė Delphi He also argued that the rulers were reducing the opposition’s job opportunities.
“Amendments have been registered in the Seimas, which again reduce the employment opportunities of the opposition. The audit committee will be chaired by a representative of the minority, not the opposition. Thus, according to the Statute of the Seimas, a representative of the Mixed Group or a representative of a faction that is not a self-proclaimed opposition but that has the support of the ruling majority may occupy the presidency. The same will happen with the Anticorruption Commission. In this way, the rulers ensure the possibility of not appointing representatives of the opposition to the positions previously held by the opposition in the Statute, thus ensuring less criticism and depriving the opposition of mechanisms of parliamentary control ”, explained the parliamentarian.
A. Širinskienė noted that decisions will be taken in accordance with the amendments, which have not yet been adopted.
“As far as I know, the fees will be approved at the Elders’ Conference with candidates already nominated by the minority. The minority will receive the Audit Committee and probably the Anti-Corruption Commission. As a result, the bylaws are being changed. The important thing is that the quotas will be approved and delivered to the minority representatives under the current statute, which stipulates that these positions belong to the opposition. And only later, in the afternoon, will amendments to the statute be presented, which will attempt to legalize the quotas approved in the tomorrow ”, assured A. Širinskienė, representative of the peasant faction.
I still want to wait
The first vice president of the Seimas Jurgis Razma explained that one of the first documents to be considered by the Audit Committee is the evaluation of the previous government.
“And here is such a logical solution that a representative of the Seimas Mixed membership group could be the president. Which is less pronounced in relation to the ruling or the opposition. But in light of such fierce opposition protests, I would suggest not support the position of the Adjunct Audit Committee assigned to the National Union, we can leave it free. Because if the Statute is not reformed, it belongs to the opposition, “said J. Razma at the meeting of elders.
