According to the municipal report, this year it will be possible to establish cafes in three zones according to the established aesthetic requirements: in the historic center in the Old Town (zone 1), in Naujamiestis, in the Šnipiškės and Žirmūnai part (zone 2), in the rest of Vilnius (zone 3). The requirements for the future outdoor cafe, the tax zone, the ability to choose places in public spaces, the territories of last year’s cafes can be found on the outdoor cafe map. Applications can be submitted electronically here.
Cafe, bar or restaurant owners are invited to submit their application remotely starting March 3 at 9:00 a.m. until March 22. 9 a. M. due to specific coffee locations specified by the municipality. The municipality recalls that entrepreneurs can submit applications for outdoor cafe areas near their facilities on a regular basis.

Another desirable innovation this year is that founders of new outdoor cafes will receive a cafe territory scheme prepared by the municipality along with a permit to serve in an outdoor cafe. If café owners had previously prepared outdoor café projects and they are still valid, this year they will only be able to apply for a permit under the current project.
After the receipt of several applications in the same designated place, the municipality will select the winner according to the criteria of the contest: distance from the catering establishments (the closer, the more points), the time available in the cafeteria to the establishments of restoration and / or elsewhere has, more points) and the area of stationary restaurants (the larger, the more points).
It is important to note that the size and distribution of the outdoor cafe areas in zones 1A, 1C and 2A (squares, squares, parks not close to stationary restaurants, streets where car traffic will be closed) is proposed by the municipality after evaluating the needs of all users of the public space. After the evaluation of the applications, the applicant with the highest score will be prepared a map of the outdoor café territory and will be granted a permit to trade in the outdoor café.
The municipality recalls that the permits currently issued for the provision of services in outdoor cafes may come into operation only if the relaxed quarantine conditions allow it.
