The Central Electoral Commission shall be formed by the Seimas no less than 140 and no more than 200 days after the ordinary or early elections to the Seimas. The Seimas appoints the President of the CEC by secret ballot on the proposal of the President of Parliament.
The Central Election Commission consists of: two persons with higher university legal education appointed by the chairman of the commission, the Minister of Justice, two persons with higher university legal education appointed by the Lithuanian Bar Association, two persons with higher education appointed by the President, parties that receive seats in the multi-member constituency, nominated individuals with higher college education and experience in electoral and referendum commissions.
