It is true that Roskosmos welcomed SpaceX, although with great caution. “We really don’t understand the hysteria caused by the launch of the Crew Dragon spacecraft,” said his spokesman Vladimir Ustimenko, adding that “something that should have happened a long time ago has happened.”
Rogozin’s allegations of dishonesty
Long before the Crew Dragon’s flight, in April this year, Rogozin accused SpaceX of dishonestly reducing flight costs.

“Instead of fair competition in the space flight market, they are pressuring us and taking advantage of price dumping with impunity,” Rogozin wrote.
Rogozin also added that his space agency was working to “reduce space launch costs by 30%. And thus increase our participation in international markets.”
