J. Jarutis, introduced to the vice presidents of the Seimas, introduced himself to the Seimas. First he thanked his party and then the rulers, who he said decided to stop fighting.
“I believe that today the avoidance of the struggle will be demonstrated and the celebration of democracy will take place. I would also like to say that this is the first step in fulfilling the promises, when other duties and positions of the opposition are fulfilled according to the statute, ”he said from the Seimas rostrum.
The politician assured that he had nothing against the parliamentarians sitting in the Seimas hall and apologized for the scathing words, if any.
“If I have offended something, I am very sorry,” said J. Jarutis and assured that he is not prone to conflicts, seeking compromises.

The representative of the rulers, the conservative Mykolas Majauskas, positively valued the candidacy of J. Jarutis and asked what areas he would like to supervise as vice president of the Seimas.
J.Jarutis replied that this has not yet been resolved.
“Whatever the Speaker of the Seimas instructs, I will do,” he said.
Another conservative, Žygimantas Pavilionis, asked the candidate if he would help maintain the united position of the Seimas on foreign policy issues.
“I would dare to say that there were no differences of position and opposition on external issues during the last legislature. This is the main function of the president, but we have only exacerbated: and Astrav continues to be a wound next to us, and the problem of Ukraine also <...>. These directions, I believe, will be maintained, there should not be great divergences, ”said J. Jarutis.
His colleague in the Stasys Tumėnas faction wanted to know how the candidate would contribute to the survival of Šiauliai University (ŠU) as a division after joining Vilnius University.

As a direct collaborator, J. Jarutis stated that he could not answer, but he hoped that the aforementioned department would be visible and Šiauliai would become one of the higher education centers.
When asked why he aspires to become vice president of the Seimas in general, J. Jarutis said that he sees it as a stepping stone in the career: “All politicians <...> the duty is to grow, the faction has trusted, it is in my head that this is a certain step in a political career. It’s bad for a soldier who doesn’t want to become a sergeant to begin with. “
After the Seimas rejected A. Norkienė’s candidacy for vice-presidents of the Seimas, Ramūnas Karbauskis, the leader of the “peasants”, left the Seimas. Then the conservative Antanas Matulas asked which of the “peasants” would resign again if J. Jarutis was not named.
J. Jarutis laughed and then replied that he didn’t think anyone would quit. The politician expressed his hope that he would be appointed.
