Speaking about the situation in Vilnius, the deputy mayor of the capital, Edita Tamošiūnaitė, emphasized that the statistics are not 100% objective, they reflect a certain part, but the needs are changing. During the first assignment there were more than 6,000. kindergarten invitations – 731 of them were unsigned.

After receiving a place in kindergarten, they refuse

“Analyzing the needs, we note that especially those who attend private kindergartens, having received a place in the state, no longer want to change places. The number of people waiting does not always show the real situation: parents decide that her son is still too young and similar, ”said E. Tamošiūnaitė.

900 kindergartens in the capital are attended by 900 children, who are entitled to a municipal compensation of 100 euros.

However, even with the naked eye you can see that the numbers are unfavorable for those who want to enter the municipal kindergartens; there won’t be enough places for everyone. “It just came to our attention then. Although we rented additional premises, we are establishing new places. In Pilaitė, we will accept two groups, about 40 children. We rented the facilities of a former private kindergarten, which stopped working. We also rented a building in Pašilaičiai, Medeinos street, groups are currently being installed. Young families move to the capital, the disadvantage is “, – the interlocutor did not deny.

According to her, a greater need is felt in the neighborhoods: Verkiai eldership, Pašilaičiai, Pilaitė, Fabijoniškės. Smaller numbers in Naujininkai, Rasai, Paneriai, Vilkpedė, Grigiškės districts. For example, in Grigiškės, only 29 children wait for a kindergarten.

Greater access to kindergarten for older people where the development of new homes is less. Where infrastructure is developed, there is a greater need. It is convenient to take the child to kindergarten in the area where the family lives.

E. Tamošiūnaitė said that the six modular kindergartens have been completed this year and 30 additional groups have been installed. Design work is being carried out on Žemynos street in the old Pašilaičiai, Bajorai. However, the need for parcels continues, both in Perkūnkiemis and Pilaitė, ”he said, adding that the development of preschool educational institutions in these districts is necessary.

Families can exchange kindergartens

Getting a place in kindergarten is not easy, so what to do for those who change residence? “It just came to our attention then. If the parents want to change the kindergarten, fill out the appropriate form, but choose not a kindergarten, but one (exactly the one they want to attend). After transferring the child, he automatically loses his place in the first kindergarten ”, emphasized the vice mayor.

The priority right belongs to those who do not have kindergarten. The second subgroup includes those who request a change to kindergarten. “It happens that parents agree: they exchange places in the nursery, if the age of the offspring corresponds. There are several dozen such cases a year,” said Edita Tamošiūnaitė.

Parents (guardians) of children of the same age group have the opportunity to exchange institutions by mutual agreement upon request by email. road ([email protected]) For the Department of Early Childhood Education.

In the public space, parents discussed what the first and second priority orders mean. E. Tamošiūnaitė explained that if both parents are registered in Vilnius and have lived in the territory where they want to let the child go to kindergarten for two years, the family will have the right of priority. If one parent – will fall into the second subgroup.

However, the deputy mayor assured that the child has a priority right to kindergarten if one of the parents died or disappeared without a trace. “But if the parents are divorced, the child has no priority.” In this order, the responsibility for childcare falls on both parents, even if they do not live together, ”he said.

Vilnius refused to pay a higher fee

When asked if the situation would not be similar to that of Kaunas, when the fees for kindergarten are increased, E. Tamošiūnaitė said that in this way efforts are being made to provide a service to Vilnius residents: “The taxes are paid where the person is registered, therefore Kaunas introduced such a procedure. “

In accordance with the procedure in force from the new year, to enter the kindergartens of the city of Kaunas, it is necessary to declare the place of residence of both parents in Kaunas or demonstrate in court that the parents live in an apartment and that the child’s place of residence is assigned to a parent in Kaunas. If there are places left, you can also get one with a parent’s enrollment, but the fee for kindergarten is higher.

Asta Keruckė, Deputy Head of the Education Department of the Kaunas City Municipal Administration, told Delfi that the tuition fee for all children attending Kaunas preschool education groups is the same, but various Benefits.

If the child’s and their parents’ declared place of residence is in Kaunas, they are subject to the maximum benefit granted by the city. If the child’s declared place of residence and only one parent is in Kaunas, a 50 percent discount applies. If the child and parents have not declared their place of residence in Kaunas, the benefit does not apply.

A good decade ago, non-residents also had to pay more. “It just came to our attention then. If there are vacancies and both parents are not Vilnius, there are vacancies in the kindergartens, they can attend,” said the deputy mayor, adding that after analyzing the data of all those who wish to enter the gardens of infants in sections: how many of them have declared a parent who does not have a parent would reveal other numbers.

There is no shortage of places in the kindergartens for more than a year, the situation seems to be unsolved … “However, it is being resolved all the time, very recently, when 7 thousand children who were not in the nursery waited in line. Every year, about 700 additional places are created in kindergartens, “said E. Tamošiūnaitė.

However, in previous years, larger groups were recruited. The position now is that there should be no more than 15-20 children in the group, due to hygiene and safety requirements. These criteria have become extremely important this year.

In Kaunas, according to A. Keruckė, kindergarten facilities are also constantly being renovated, making the most of the areas of the institutions and expanding the number of places. Starting September 1, 2020. 5 new groups open for preschool-age children: two in kindergarten and 3 in kindergarten. A total of 90 new locations were created.

2020-2021 meter. The number of places foreseen in the pre-school and preschool education groups (whose duration exceeds 4 hours) is the highest in the last year: 15,000.

“It is important that education is not only of high quality, but also convenient, therefore, in solving the problem of lack of places in kindergartens, we do not limit ourselves to parents so that they can take their children to kindergartens as close to home as possible, thus saving time, “emphasized A. Keruckė.

Building new kindergartens is not easy

The development of institutions and the improvement of educational services is the responsibility of each municipality, and this work is generally carried out with budgetary resources, that is, with taxpayers’ money.

“The city of Kaunas feels a duty to properly care for its residents in the first place, i. and. people who have declared their place of residence in the city, whose GPM (personal income tax – past aut.) fills the city budget. Therefore, it is natural that we first take care of and apply the tax benefits for kindergartens. The relevant admission procedure also applies to local residents in kindergartens, hoping that other municipalities feel and fulfill a similar duty to care for their people, ”taught A. Keruckė.

E. Tamošiūnaitė admitted that it is not so easy to build new kindergartens: projects and land are needed. “It just came to our attention then. If the facilities are not used effectively, it is possible to install them within a year. Modular Kindergartens – a quick project. Unfortunately, this time we were late, we had no luck with the contractors, we had problems, we only implemented it in two years, ”said the vice mayor.

Is there a kindergarten age among those who hope to grow? E. Tamošiūnaitė assured that previously the order was considered according to the filing date of the applications, but now the child’s date of birth is taken into account. “Three-year-olds often go to kindergarten. Parents deliberately fill out applications early, knowing the situation,” said the interlocutor.

The municipality of Vilnius reminds that the requests are registered in the centralized system of applications and information of the population on a regular basis. The timing of filing will not affect the child’s serial number. This can be done online by logging in here.

The groups are formed in April, so to attend in 2020. In September, it is necessary to register the child before the start of group formation. Queues will be ranked based on available priorities, registration time and date are irrelevant.

Head of the Communication Division of the Administration of the Municipality of the City of Panevėžys Communication specialist Asta Sarapienė assured Delfi that there is no shortage of places in kindergartens in Panevėžys. As of today, there are 238 openings. “But now it is summer, groups are being recruited for the new year of education, so this number will decrease significantly. Child documents are now accepted from the city, starting in August – the district and other municipalities”, – said A Sarapienė.

However, according to data from the Department of Education, there are always around 100 free places for children of different ages in the nurseries of Panevėžys.
