In the opinion of the president of Seimas V. Čmilytė – Nielsen, the opposition proposal of the members of the Council of Seimas with respect to teleworking should be supported by the opposition.
“I hope that these amendments to the statute, which are registered on the basis of the working group, are really comprehensive, they would pave the way for the transition to remote, so that the support for them is broader,” said the president of Seimas.
V. Čmilytė – Nielsen stated that all technical decisions regarding Seimas telecommuting should be made within 3-4 weeks.
“The actual technical solutions must be prepared within 3-4 weeks, we do not know the exact date, but by the end of December the solutions should be in place, we could completely switch to teleworking,” said V. Čmilytė-Nielsen before the Seimas session on Thursday.
Today, the Seimas will also decide on the seventh vice president of the Seimas, Jonas Jarutis, a representative of the Lithuanian Union of Peasants and Greens (LVŽS) should become him. The Seimas boss said he expected support.
“I think that considering the fact that today we are talking about the possibility of teleworking and in this context the role of the Junta de Seimas is growing even more, it would be logical for it to include representatives of all the opposition factions,” said V Čmilytė-Nielsen.

“The LVŽS has not yet managed to have its own opposition leader, this process is stalled, so the decision to provide its representative again is quite logical,” he said.
Evaluating his possibilities, J. Jarutis himself said that the position of vice president of Seimas belongs to the LVŽS.
“The odds are always 50/50. Here is a certain step on the part of the rulers, I think they realized that the games of power did not lead anywhere. I do not think the last name is important, but that position belonged to the largest opposition faction, “J. Jarutis told reporters.
According to the draft, the Seimas sessions would be organized remotely by decision of the Seimas Board when a state of emergency is declared, an emergency or quarantine is declared and “the work of the Seimas may be threatened. In the Seimas building ”.
It is envisaged that the identification of a member of the Seimas participating in a remote session must be guaranteed. When a member of parliament votes, an additional identity record and a photographic recording of the moment of the vote will be required to ensure that the Seimas member personally voted and that their true wishes were clearly expressed.
Additionally, remote sessions, such as live sessions, should be streamed on the Seimas website and your video and audio recordings should be preserved.
The amendments also stipulate that remote sessions are not possible when a closed session of the Seimas, the first session of a newly elected parliament, a session in which the president-elect, the prime minister, ministers, judges of the Constitutional Court, the Supreme Court of Lithuania, members of the Central Election Commission, other persons appointed to the position by the Seimas;
Parliamentarians would also not be able to work remotely when a secret ballot is required.
On Tuesday, the parliamentary leadership decided to use the Microsoft Teams platform to organize the remote work of the Seimas.
Last week, a minimal amendment to the Seimas statute was proposed to allow remote debate in plenary, but a majority of MPs rejected the amendment.
The two-day Seimas sessions were canceled due to the coronavirus; the hiatus was taken from November 25 to December 3.
Six MPs have been previously reported infected with COVID-19.
