Construction started six years ago is said to have caused so much damage that the building built on the current foundation could simply collapse. Brock was allegedly involved in conservation work.
In the territory of the Ginkūnai Elderhood, Malavėniukai village, 4 kilometers from Šiauliai, the foundations of a new 600-seat prison are being laid. The building will replace the old Šiauliai Detention Center in the city center. The development of this plan began 15 years ago, its implementation began in 2015, the state had planned to allocate about 43 million euros.
The work was due to be completed in 2022, but construction was halted due to lack of money. The Ministry of Justice conducted an audit and explains that the construction in which the State has already invested 2 million euros is said to be full of defects.
“The work done, such as the structural reinforcement of foundations or piles, is basically of poor quality, and if we build a building, a prison, on these structures, it is likely to collapse,” says Deputy Justice Minister Elan. Jablonskas.
The Ministry of Justice has estimated that the losses to the state could amount to around half a million euros. The amount consists of potentially improper construction and unfinished maintenance work, and an attempt may have been made to conceal the defect.
“These conservation works are generally called, they do not correspond. As they were not carried out, these works may have concealed a repairable defect in the previous construction ”, says E. Jablonskas.
The Ministry contacted the Attorney General’s Office about the damage.
“After receiving the audit findings, the Department of Prisons will decide on the appropriate action to be taken at the level of the Department of Prisons, cooperate with the Ministry of Justice and the pre-trial investigation authority if it is decided to initiate an investigation of that kind, “said Vainius Šarmavičius, deputy director of the Department of Prisons.
The Justice Ministry specifically named only one of the few companies that carried out the work. This is Versina, located in Telšiai, which from 2017 to 2019 built a new prison.
In a response sent to TV3, the representatives of Versina emphasized that the company had requested the forces of order, filed a lawsuit in May asking the court to order the Šiauliai Retention Center to pay for the work carried out and compensation for direct damages, for a total of 564 thousand euros.
Versina is not aware of the audits by the Ministry of Justice. The ministry did not communicate with the company in this regard.
