For his part, the major of the Lithuanian Social Democratic Party in the Seimas, Algirdas Sysas, questioned who would guarantee the transparency of the border construction project.
A physical barrier is an object of the state border protection infrastructure or interconnected objects that consist of a set of structures and equipment necessary to guarantee the protection, surveillance and control of the state border.
The implementation of such a project will be funded from the state budget, and support from the European Union and other sources could also be used for funding.
The draft law on the installation of physical barriers adopted by the Seimas does not establish the legal, financial and organizational conditions for the operational installation of physical barriers on the territory of the Republic of Lithuania on the external border of the European Union with the Republic of Belarus, to establish an effective decision-making and work organization mechanism, responsible entities, financing, supervision of the entire project related to the installation of a physical barrier.
The government hopes that the law passed by the Seimas on Tuesday will have a positive impact on the criminal situation, as it will make it difficult for foreigners to illegally cross the state border of the Republic of Lithuania.
According to preliminary calculations, the installation of a physical barrier on the territory of the Republic of Lithuania on the external border of the European Union with the Republic of Belarus will require about 152 million. However, this amount may vary depending on the technical, engineering and other solutions related to the installation of the physical barrier.
“A legal person in which the State, directly or through state-owned companies, holds at least 2/3 of the votes conferred by the executor’s shares and participations, as well as having the experience, capacity and possibilities necessary to carry out the project , He must be designated as executor of the project by decision of the Government referred to in paragraph 1 of this article. “, – reads the draft law prepared.
The Seimas has also decided that the Government will periodically provide, once a month, information on the application of this law to the Seimas Defense and National Security Committee, and once a quarter it will provide summary information to the Seimas of the Republic of Lithuania.
ELTA recalls that the Minister of the Interior Agnė Bilotaitė stated last week that the physical barrier on the border with Belarus consists of two components. According to her, the 3-meter-high concert barrier will be built in six strips, based on the principle of a pyramid. According to the minister, next to the concert fence it is planned to build a stationary physical fence, the height of which will reach 4 meters.
A. Bilotaitė says that the priority is to cover the most vulnerable approximately 95 kilometers from the border with Belarus.
