Highway maintenance began in 2008, when the 2-4 lane portion was expanded from 10-16 kilometers.
According to Evaldas Tamariūnas, Communications Manager of the Public and International Relations Division of the Lithuanian Highway Administration (LAKD), in 2018-2020 the road was rebuilt by implementing two public procurement contracts.
“In 2018–2019,“ The reconstruction and works of sections 16.00–16.87 km and 17.57–20.90 km of the A14 Vilnius – Utena state highway were carried out. The works were carried out by the company YIT Lietuva.
In 2019–2020, preparation of the technical work project for the reconstruction of the 16.80–17.64 km and 20.84–21.50 km sections of the A14 Vilnius – Utena highway of national importance is carried out, the implementation of the project is supervised and The works are being carried out, and the installation of two level crossings A14 at the intersection with highway no. 172 (on the A14 road section 16.80–17.64 km) and with the road no. 108 (in section 20.84–21.50 km). The works are carried out by the company Panevėžio keliai. Finishing work is underway, “he said.
E. Tamariūnas noted that the reconstruction of sections A14 from 10 to 21.5 km has cost about 50 million so far. euros T. and. around 4.35 million. EUR for 1 km.
Commenting on the work done this year, a LAKD spokesperson said the contractor was a little late.
“Due to the bog found in the work area, the contractor was unable to perform work at specific locations, on connecting roads at the second intersection, but this did not prevent him from carrying out work at the first intersection, etc. t.
It is likely that the works have taken time because the contractor, when claiming his offer at the time of purchase, may have incorrectly calculated the time within which the contract can be executed. The contract was not suspended. No interest will be charged for work delayed due to unforeseen circumstances. Interest is charged for other late work, ”said E. Tamariūnas.
It was previously announced that in section A14, the 10 to 21.5 km road was strengthened and widened from 2 to 4 lanes, and the poor-quality cement concrete pavement was replaced by an asphalt pavement.
“To improve traffic safety on the highway, left turns have been eliminated and through the dividing strip connection roads have been built. An overpass was built for pedestrian and bicycle safety, an underpass was installed, and a 4.4 km long bike and pedestrian path was built alongside the road. In addition, the renovated section is equipped with road lighting, protective barriers, a wall to reduce noise, and mesh fences for wild animals.
The pedestrian viaduct is built on the road to Raudondvaris, at the exit of the nearby cafes (16.49 km), it is planned to install bus stops on both sides of the road. An underground crosswalk was installed 18.56 km from the highway, where there are bus stops on the roads to the villages of Gegliškės and Pašiliai, “the report read.
In addition, there will be roundabouts in this section, which will include connecting roads and acceleration and deceleration lanes of the A14 road.
The rest until 2030.
The remainder of the A14 is planned to be arranged in 4 stages by 2030. According to LAKD’s long-term highway maintenance and development strategy for 2035, for 188 million. A total of 66.6 km is planned to be rehabilitated. T. and. around 2.8 million. EUR for 1 km.
In 2023–2025, reconstruction of the concrete pavement section from 21.5 to 39.2 km should take place, and in 2028–2030 – from 52.18 to 93.65 km.
At that time, a project to improve communication in Utena should be implemented in 2023–2024 (reconstruction of the section of the A14 road from 93.65 to 95.60 km).
As E. Tamariūnas explained to Delfi, the section from 39.2 to 52.18 km according to the 2019 data is in good condition, therefore it is not planned to maintain it.
The A14 Vilnius – Utena road is one of the most troublesome in Lithuania. This is probably the only road with a cement concrete pavement that is worn, deformed and endangers road safety.
