The head of the Vilna Municipality Public Order Department, Andžejis Dinikis, spoke about what can and cannot be done on the balconies and other facilities in common use at the Delfi show “Dienos topas”.
The specialist explained that, according to current legislation, a person who smokes on the balcony does not violate the law. And here, for example, garbage bags, which with their smell can also ruin the lives of neighbors, can not be left behind the door of the apartment. The law prohibits doing so.

Speaking about what can and cannot be done on the balcony, the specialist said that they and their colleagues often face the fact that people throw leftovers at birds. This can not be done. It is also not possible to tame and feed pigeons, crows and other birds on the balcony.
“The balcony is not intended for baiting and feeding wild birds,” said A. Dinikis.
The specialist recalled the case when not only the balcony but also the apartment was “occupied” by birds.
“It was difficult to understand if the pigeons live with the man or the man with the pigeons. There was a whole farm of those pigeons, and that apartment was covered with a couple of centimeters of feces,” said A. Dinikis.
Poultry like chickens also cannot be raised on the balcony.
“There are already other requirements for farm animals. If you want to raise chickens, state food and veterinary officials will probably tell you that you must meet certain requirements,” said A. Dinikis.
If that chicken were a special family pet with a name and in his care, officials probably wouldn’t be interested in him until he caused trouble for other residents.
“But if such activities violate the rights of third parties and that person files a complaint, the law will be on their side,” said A. Dinikis.

Those who have planned to bake barbecues on their property should keep one of the most important things in mind: on premises, on balconies, on terraces, on the roof, the use of barbecues with solid fuel is prohibited.
“If you have an electric or gas barbecue, it would not violate the law, because it is not a solid fuel,” said A. Dinikis.
