Marius Stračkaitis, president of the Lithuanian Chamber of Notaries, assures that the news announced by the Registry Center that the new fees have been lowered does not correspond to reality.
“Some data and registry services are not cheap, but they are several times more expensive. This will be felt by all notary clients, but especially those who handle inheritance matters and people who transfer real estate,” said M. Stračkaitis in a statement from press.
According to him, in fact, as published by the Registry Center, the data transmitted by its systems to other electronic systems in xml format is up to, for example, 15 or 25 cents. However, they are provided in pdf format to all other users and are priced in euros.
According to the president of the Chamber of Notaries, the Registry Center itself chooses what to save in another electronic system. For example, the data is not transmitted to the notaries via the system-to-system interface and is uploaded in “pdf” format.
“If notaries’ requests were charged according to ‘system-by-system’ data supply rates, the revenue of the Records Center would drop catastrophically,” explained M. Stračkaitis.
According to him, the appreciation of the services of the Registry Center will be felt by all clients of notaries, especially in cases of inheritance.
“For example, after the death of a person on September 30, a district notary issued a certificate of inheritance right to the heir to the property in the village, the value of which is 12 thousand. euros. The notary’s salary was 17 euros. The Registry Center services (…) cost 102 euros according to the old rates. However, according to the new rates, on October 1, the customer would have had to pay 497 euros (…) This is almost five times more expensive for very frequent and socially sensitive actions, ”said M. Stračkaitis.
Registration Center pricing changes
He gave another example: verifying the data in the records required for a real estate transfer transaction has doubled in price on average and costs around € 20.
At the time, Mindaugas Samkus, a representative from the Center for Records, says that all new fees are based on actual costs.
“The prices were set according to the methodology approved by the government to calculate the remuneration, based on the findings of independent experts and the international auditing firm Deloitte Lietuva, and evaluated by the Communications Regulatory Authority, which issued a positive opinion on compliance with legal acts, “said BNS.
According to him, about 80 percent cheaper. the prices of all the administrative and public services provided by the center, and the prices of some of the most important electronic services, have even fallen several times.
However, he admits that some services have become more expensive.
“Until now, for several years, some services have been provided at a loss: the costs exceeded the income received,” said M. Samkus.
According to M. Samkus, the new pricing of the Registry Center includes all administrative and public services, of which there are almost 300, of which around 180 are also provided electronically.
