“After all, there is nonsense of the highest degree here,” said Antanas, who spends time in the garden near Klaipeda, outraged by the Records Center’s fees for some services.
The 75-year-old is concerned that when he dies, the children will have to deposit more than a hundred when registering inherited property.
“My mother died, I inherited the house and the land. Nothing was needed, just for land documents, and now looting. We will pay (…) ”, said Mr. Antanas.
Ms Virginia, who lives in the Klaipėda district, has similar views on rates.
“Those who charge pensions of up to 300 euros, what to pay? Absurd. A person inherits from parents, relatives, he is already here, and paying the additional taxes that he writes, costs 100 euros, now, 400 euros? The woman asked.
People’s fears are not unfounded. LNK Žinios showed one of the invoices issued in accordance with the new rates of the Registry Center. Three heirs paid more than 1,100 euros for a farmhouse with buildings. Of these, the Registry Center received almost 966 euros.
There were a total of fifteen objects. Among them: a plot, a house, a sauna, an open-air kitchen, a cellar in the courtyard, six farm buildings, an open-air toilet, a well. For the inscription of each building it was necessary to pay 17 euros 19 cents. Although, for example, the value of a legacy toilet is only eight euros.
“Especially cheap property, whose value is less than fifteen thousand euros, has risen at times. If it costs a hundred euros, it can cost eight hundred euros, ”said Marius Stračkaitis, president of the Lithuanian Chamber of Notaries.
The president of the Chamber of Notaries explained how the heirs are behaving when they find out about the fees they will have to pay.
“If the property is not valuable, you just can’t accept the inheritance; don’t go to a notary or come and say ‘I don’t need that property’. Then the state will inherit that property,” explained M. Stračkaitis.
According to the Chamber of Notaries, the number of people who, after seeing how much they will have to pay to the Registry Center, refuse to inherit, is increasing. But there is a way not to lose an inheritance without money.
“For example, accepting an inheritance and not receiving certificates of ownership and inheritance rights. If the fee is high, then they do it, they sign a declaration that they accept the inheritance and do not take the documents to the notary,” said M. Stračkaitis.
Property cannot be sold without ownership documents.
Explain that rates haven’t changed in a decade
The Records Center explains that the rates have not changed for a decade, so they no longer correspond to reality.
“It just came to our attention then. As I mentioned, the situation was quite different ten years ago, and those services were provided at a loss for a long time,” said Mindaugas Samkus, representative of the Records Center.
The property, which the heir renounces, belongs to the state. The land is absorbed by the National Land Service and houses, garages, other structures – Property Bank, and is sold at auction. If we become five-story apartment buildings, inherit or take over, as homeless people, fifteen to twenty apartment buildings per year. However, so far, the reason for abandoning the property has not been the payment of high fees.
“It just came to our knowledge then.” If it is of low value, say in a rural area where part of the apartment or the house itself is valued at several hundred euros, then such property is quite difficult to realize and your debts often they exceed the value of the property, “said Tomas, Head of Communications for Turto Bank. Bagdon.
If the land abandoned by the Registry Center is registered by the National Land Service, like other state institutions, it does not pay for registration.
“It cannot be said that these services are provided for free, but simply to simplify the mechanism, we receive them directly from the budget,” said M. Samkus, representative of the Center.
Justice Minister Elvinas Jankevičius, in case of resentment, promises to reconsider the fees, but declines to comment further.
