The Moscow Mechanism is an OSCE human dimension instrument that allows an investigation to be initiated without the consensus of all OSCE members if at least ten countries consider that compliance with the OSCE human dimension provisions has been particularly marked. seriously threatened in another member state. The Moscow mechanism provides for an expert visit to the country in question, a study on the human rights situation and a report on human rights violations.

To date, this OSCE mechanism has been used three times: in 2018 for human rights violations in Chechnya, in 2011 for the human rights situation and the implementation of OSCE commitments in Belarus after the elections. presidential elections of 2010, and in 2003 for the persecution of political opponents in Turkmenistan.

Belgium, the Czech Republic, Denmark, Estonia, Iceland, the United Kingdom, the United States, Canada, Latvia, Poland, Lithuania, the Netherlands, Norway, France, Romania, Slovakia and Finland joined the initiative.
