Algirdas Monkevičius, Acting Minister of Education, Science and Sports, approved the guidelines to strengthen leadership and management in educational institutions.
“These guidelines, developed in conjunction with experienced foreign experts, establish the main lines of action and tools to nurture professional education leaders, how to support them and what is important: how to use their experience when they are no longer managers,” quotes Monkevičius. .
The guidelines state that the National Education Agency, together with higher education institutions, will develop an educational leadership training program for managers. There should also be specialized master’s studies in leadership, public administration, management, as well as non-formal study modules. Internships, tutorials and other forms of experiential cooperation would also be arranged for managers.
Preparations are underway to develop a manager selection and reservation system as well as a tool for self-assessment of leadership and leadership competencies, and to organize competency development programs.
According to the ministry, the list of competencies of the directors of educational institutions will be updated: their evaluation would place more emphasis on practical activities than on theoretical knowledge, taking into account the requirements of a modern director. It is intended to update the competency assessment methodology, as well as to pay more attention to the ability to apply theoretical knowledge in practice.
Candidates for the post of director of an educational institution are proposed to the Competency Assessment Selection Commission to assess practical skills.
According to the Ministry, cooperation between heads of educational institutions in Lithuania and other EU countries is poor, so the guidelines emphasize that a model of support for heads of educational institutions should be developed. It would be based on a mentoring system, cooperation networks between educational institutions, legal, financial and administrative assistance. Tutoring is proposed as a way to improve grades.
It is proposed that training in professional skills be organized, depending on the training or experience of the managers. It is planned that the National Agency for Education, the Lithuanian Association of School Leaders and the Union of Directors of Educational Institutions will jointly create an online reference bank on the website of the National Agency for Education.
According to the ministry, in 2017, with the introduction of five-year terms for heads of educational institutions, an effective amortization mechanism was not created that would allow managers who for one reason or another do not continue their management career to feel more secure, have alternatives.
Therefore, the guidelines suggest that experienced managers can provide personalized advice, practical training and internships for applicants and managers who have just started work. It is proposed that former managers be involved in the external evaluation of the competencies of school directors, educational institutions and the creation of networks of directors of educational institutions.
According to the Ministry, some of the measures envisaged in the guidelines have been implemented previously: trainings have been organized for directors of educational institutions of different backgrounds and the revised legal acts have been completed.
The guidelines were prepared by a working group established by order of the Minister and advised by educational leadership experts from Ireland and the Netherlands in the European Commission’s Structural Reform Support Program.
