The Minister of the Environment, Simonas Gentvilas, and the acting head of VTPSI, Vytautas Ambrazas, visited the apartment building on Gabijos street. 30, Vilnius, where cracks in the wall were reported on Monday. They also met with residents.
The minister hits the contractors
The Minister reiterated that the initial conclusions of the experts were reassuring, but that this is not enough, a thorough investigation is needed, which will determine the final situation.
“Brock is obvious, residents have already suffered damage,” Gentville said, noting that the contractor’s liability for hidden defects is anticipated and has been valid for 20 years.
According to the minister, it is safe to go back, because there was no earthquake in Lithuania, although it is not comfortable when the walls crack in a relatively new house.
“According to preliminary findings, today the population has the opportunity to return. The question of whether there are violations is long-lasting and will continue to clash. The Municipality of Vilnius will start the examination of the building, if there is a risk of more serious accidents, then it will be possible what repairs they will be necessary, ”said S. Gentvilas.
The minister promised to be on the side of the population and demand the responsibility of the builders. “As a consumer, I would be dissatisfied with a product that starts to crack after 10 or 7 years. Residents are not experts, we do not see a hidden flaw. We must have the guarantee that the building is built with quality. As a state, we have to complete the entire mechanism so that the consumer is safe, ”he said.
However, S. Gentvilas also mentioned that sometimes residents are to blame for the emergency condition, mentioning the fallen balcony in Lazdynai. The minister said the intention was to allow municipalities to force residents to repair their property if an emergency condition is recognized for two years in a row.
According to preliminary findings, today the population has the possibility of returning. The question is whether the violations are long-term and whether there will be more accidents, S. Gentvilas said.
The minister is convinced that developers and contractors must correct the defects of Calle Gabijos.

The premise is to blame the builders
V.Tmbraz, the head of VTPSI, said that there was a visible risk because this apartment building came into being during the construction boom, so it could be that everything was done at the lowest cost.
He affirmed that there were no reports during the construction of violations, only the Inspection verified the information on its own initiative in 2014, when the knowledge of the state of this department appeared in public space. The experts’ conclusions were then verified, but no irregularities were recorded. Therefore, V. Ambraz did not rule out the need to take a closer look at the work of the experts.

The head of VTPSI visited the apartment building on Monday night, inspected the house, therefore, he said there may be preliminary assumptions that the builders are to blame.
I also spoke with the experts who participated in the inspection, in their opinion, the quality of the work may also be to blame. The lesions are quite local, in separate rooms, in one – 3-4 mm, in others, the cracks are barely visible. We see the same risk in selling those buildings that are not fully equipped, because then there are liability issues. The neighbors are installing partitions, nobody knows where and how it is done ”, said V. Ambraz.
In my personal opinion, the riskiest buildings were built in 1993-1996, when there was practically no control yet, everyone was building how they wanted. And then when there was a big construction boom, said V. Ambraz.
He said unscheduled inspections of similar buildings are underway. Improvements to the legislation have also been submitted to the Ministry of the Environment, as the inspection should focus more on these facilities than on disputes between neighbors in the gardens over the location of the fence.
V. Ambraz confirmed that there were many reports about this house; It may be a coincidence, because some of the cracks, as you can see, are very old.
He himself claimed that he looked closely at houses built at a similar time, that the quality of construction is now much better.
“In my personal opinion, the riskiest buildings were built in 1993-1996, when there was practically no control yet, everyone was building how they wanted. And when there was a big construction boom, ”said V. Ambraz.
Scared by the cracked tiles
Cracks were reported Monday night, after 7 p.m. A resident on the seventh floor noticed cracked and broken tiles in the elevator parking lot, fearing this could be due to movement between the slabs and the roofs.
The 74-apartment house had already been evacuated, most of the 100 or so residents stayed with family or friends, with some opting to stay in a hotel provided by the Vilnius municipality.
However, it became clear Tuesday morning that the threat was not that great.
“As a result of the initial inspection, it has been established that the local deformations that have occurred / are occurring are related to the damage of the construction technology, poor quality floor covering and the installation of mandatory deformation joints or other measured on the partitions, no signs of house construction “

In turn, Stasys Šliažas, director of the Tadlita company, which developed the house 15 minutes He said that those who had declared danger to the population had acted irresponsibly and inflicted enormous damage on the population. It is true that the company that manages the house “Mano Būstas” explains that the deformations are related to violations of construction technologies.
