According to Kaunas, when applying to attend the two state kindergartens (this is the maximum number of institutions that can be applied for), he indicated September 1, 2020 as the start of the school year. However, her son did not get a place in any of the listed kindergartens.
The complainant claims that since January 2021, her son has started attending a private kindergarten. Then I had to queue for half a year to be able to claim again the 100 euro monthly fee compensation offered by the city of Kaunas. When the opportunity arose, the woman applied for it as of March 1, 2021.
I received an offer
After half a year in a row, the message reached Kaunas: “The compensation was approved for 3 months (in this order, after 3 months, a new application must be submitted for the next 3 months). On April 29, we received a call from the kindergarten that there was a place to visit the state kindergarten in one of our selected institutions from September 1, 2021 ”.
After receiving the offer to attend the state nursery, the woman did not hide her concern: “The director gave us a week to discuss because I informed them that we are attending a private nursery and the adaptation is very difficult, so we were concerned that the state kindergarten would not be another challenge for our son. “
However, after discussing all the nuances with her husband, she decided to let the boy enter the state kindergarten when he was three years old, so she informed the state kindergarten that she wanted to accept that she would like to postpone the start of the visit. until September 1, 2022.
After this decision was made, the real family problems began.
Lost the right to compensation
The woman applied to the Kaunas Municipality Social Support Department for compensation for a private kindergarten for the next three months, that is, in June, July and August, but the response she received was surprising.
“Since we announced in April 2021 that we will postpone the state kindergarten visit start date from September 1, 2021 to September 1, 2022, we are not waiting in line for more than 6 months and we have to return compensation of 100 euros for May. Furthermore, we no longer meet the compensation requirements for June, July and August, “said Kaunas.
A resident of Kaunas says that the decision to give up a place in the kindergarten, give it to others, inform it in advance, cost her family 400 euros.
Furthermore, although a vacancy in a state kindergarten has been offered since September 1, 2021, the family is forced to admit the child to a private kindergarten.
This situation seems illogical and unfair for a Kaunas woman raising a small child, so she appealed to the Lithuanian Administrative Disputes Commission. He reviewed the complaint on September 2. The Kaunas family is still waiting for a solution.
The compensation conditions differ in Kaunas and Vilnius
It turned out that if the contract date had not been changed, compensation would have continued to be paid.
The postponement of the date does not meet the condition that the child has not been admitted to two educational institutions established by the Kaunas City Municipality.

However, Kaunas residents are convinced that the psychological condition of children in the capital is cared for more than in Kaunas.
“If you do not have a place in a state kindergarten in Vilnius, you will immediately receive a monthly compensation of 100 euros for a private kindergarten. There is no need to wait 6 months and the compensation does not stop, even if the place in the state kindergarten is denied. It is paid as long as the child attends private.
