When communicating with the driver, the smell of alcohol spread through him, the man admitted to consuming alcohol both at night and in the morning, explaining that he disobeyed the officers’ requirement to stop because he did not have a driver’s license.

At the time, the driver was also intoxicated (found to be slightly drunk at 0.45 percent) and actively resisted arrest.
