It is also proposed to include in this list not only those municipalities with a 14-day incidence of COVID-19 of less than 200 cases per 100,000 inhabitants, but also those municipalities with an incidence of less than 300 cases.

If the incidence of COVID-19 in these municipalities per 100,000 inhabitants does not drop to 200 in a two-week period, it is proposed to consider removing the municipalities from the list.
