R. Karbauskis, Stasys Tumėnas, Ona Valiukevičiūtė, a “social worker”, were the “peasants” of that decision, and Vytautas Kernagis and Mantas Adomėnas, members of the conservative faction, wanted the government post.
“I am reading the conclusion of the Legal Department, which proposes to obtain the Government’s conclusion for this project. I would very much like us to receive it, because it is the alienation of state property that raises many questions ”, V. Kernagis requested the Government’s position on the transfer of control of Lukiškės square to the Lithuanian Research Center on Genocide and Resistance.
R. Karbauskis opposed this proposal. According to him, already in the stage of presentation of the project, the majority of the parliamentarians rejected the proposal to run for the Government.
The Chairman of the Culture Committee promised that Prime Minister Saulius Skvernelis and Minister of Culture Mindaugas Kvietkauskas will present their position informally.
“We are going to ask the opinion of the Government so that you know it. We will informally ask you to post, “said R. Karbauskis during the committee meeting.
“I personally guarantee that we will ask both the minister and the prime minister to express an opinion on this issue, because we have combined this issue. The attempt to register the reform of the law is harmonized,” he said.
R. Karbauskis stated that the Government supports the amendment to the Lukiškės Square Law initiated by him to transfer the administration of the square to the Lithuanian Research Center on Genocide and Resistance.
“I have no doubt about the opinion of the Government, the opinion of the Government would be that it should be handed over to the Genocide Center. It was simply decided that the ministry would not enter into legal disputes with the Vilnius municipality, it would change the law, because it was very easy for us, there are actually the majority of Seimas members who believe that the management of this square in the Genocide and Resistance Center it would be better and fairer than in Vilnius. municipalities of the city ”, said the leader of the“ campesinos ”.
Jolanta Karpavičienė, Senior Advisor to the President for Education, Science and Culture, who attended the Seimas Culture Committee meeting, recalled that the working group in Lukiškės Square led by the Minister of Culture gave the municipality of Vilnius four months to prepare a detailed action plan on the implementation of Lukiškės square.
“The working group gave a four-month period for the municipality to present a concrete plan on how it would be prepared to implement this compromise option if the loan contract were to be maintained. Doesn’t it make legal sense to wait for that decision to clarify that position? “Said the advisor.
He also asked if the Research Center on Resistance and Genocide of the Population had sufficient powers to manage Lukiškės Square.
“It is not only the management from the economic point of view, but also the overcoming of that square which is a very large and complex issue. The question arises of what vision the center has and of course resources, finances and other things, ”said J. Karpavičienė.
R. Karbauskis, for his part, claimed that the Vilnius City Council had shown its attitude towards Lukiškės Square by installing a beach there, and it was difficult to expect it to change.
He explained that the decision of the working group to modify the current loan contract of Lukiškės square in accordance with the provisions of the law does not prevent the Seimas from adopting an amendment on the change of governor.
“Our decision, which we are now considering, will in principle nullify that agreement and give the right to sign a new agreement with the National Land Service with the Lithuanian Research Center on Genocide and Resistance,” said R. Karbauskis.
Last week, after the presentation, the Seimas approved the governors’ proposal to transfer the administration of the square to the Genocide Center; After the project was considered by the committees, it must return to the plenary hall on October 15th. The leader of the “Peasants” R. Karbauskis is convinced that this amendment will be adopted by the Seimas of this legislature.
On Wednesday, both V. Kernagis and M. Adomėnas refused to participate in the preparation of the Culture Committee’s conclusion for this project.
“I will not participate in this show,” said V. Kernagis.
The three-decade debate over the management of Lukiškės Square and commemorative accents intensified this summer, when the capital’s municipal authorities decided in late June to install an artificial beach with hammocks and a volleyball court, which was dismantled at the end of August. In response, the Seimas passed a special law on Lukiškės Square, which stipulates that it is the main representative square of the country with the Vytis Monument.
To enshrine this provision, the rulers seek to pass an amendment to the law that says “Lukiškės Square in Vilnius is administered and exercised free of charge by the budgetary institution Center for Research on Genocide and Resistance of Lithuania.”
