After rejecting all the amendments yesterday, the European Parliament finally approved the Mobility Package, which will now be implemented.

The European Parliament (EP) approved the compromise reached in December on the Mobility Package. The report states that the updated rules on driver dispatch, rest periods and market access aim to improve drivers’ working conditions and prevent unfair competition in EU road transport.

Peripheral grass limit

However, at least three rules governing cabotage (transport of goods in the territory of another EU country), the driver’s work and rest regime and the obligation to tow the vehicle to its place of registration every 8 weeks raise extraordinary difficulties for Lithuanian transport services in western Europe, as well as other peripheral countries of the EU.

Legislation already adopted by the EU Council in April this year, according to the EP, will allow a maximum of three cabotage operations per week, and new national transfers in the same car will only be possible after four days.

He was also required to record the crossing of state borders with tachographs to avoid turning. The rules apply not only to tractors and trucks, but also to trucks with a gross weight of 2.5 tons.
To avoid the fictitious establishment of transport companies, they must carry out the necessary activities in the State of registry.

The EU rules on shipping drivers, which require compliance with the labor laws of the host country, will apply to cabotage, as well as to any non-bilateral international transport or transit to the country of registration and j. It is planned to guarantee better rest conditions for drivers and force them to return to their homes at least every three to four weeks, depending on the work schedule. It will no longer be possible to spend the mandatory weekly rest period in the car, and if the driver is not at home, the mon will have to pay for his overnight stays.

The rules on the publication of drivers and market access will apply one and a half years after their publication in the Official Journal of the EU, and the rules on working time and rest periods for drivers 20 days after your publication.

Prime Minister: We will defend our lawns by all legal means.

Prime Minister Saulius Skvernelis, in response to the EP decision to adopt the mobility package, says that Lithuania takes a coherent position on the application of the principles of the EU internal market and the strengthening of the internal market, but it is clear that the package will discriminate against EU countries at other EU borders.

We are ready to defend our position by legal means and we are waiting for concrete action from the European Commission on the devastation of negative attitudes, says Prime Minister Saulius Skvernelis.

The Ministry of Foreign Affairs (AMF) announces that Lithuania, Latvia, Poland, Estonia, Bulgaria, Hungary, Romania, Malta and Cyprus intend to file an application with the Court of Justice of the European Union to defend their interests.

Lithuania is disappointed with this decision of the European Parliament. Among other things, positive provisions of the Mobility Package have been adopted, such as better working and rest conditions for tug drivers, which will have a negative impact on the objectives of EU climate policy. A provision for tow trucks has been adopted that is extremely unfavorable to Lithuania every 8 weeks, which discriminates against winds from Lithuania and other peripheral EU states, Foreign Minister Linas Linkeviius said in the report.

Lithuania will continue to defend its interests by all possible political and legal means, he added.

According to the Ministry of Foreign Affairs, the European Commission undertakes to carry out an impact assessment before the end of the year on the provisions of the Mobility Package, which require the registration of the truck registry at. Lithuania and other countries that did not support the Mobility Package hope that the European Commission will present the appropriate amendments after the evaluation. These provisions are expected to take effect no earlier than 2022.

G. Nausda: Lithuania must fully defend the interests of its turf.

President Gitanas Nausda says he supports the Lithuanian Government’s intentions before the Court of Justice of the European Communities to revoke grassland activities approved by the European Parliament by providing for the Mobility Package.

I support the government’s initiative to question this decision and I believe that Lithuania, like other Eastern European states, has the right to defend its interests to the fullest, G. Nausda confirmed during the annual press conference on Thursday.

He stressed that Lithuania, dissatisfied with the Mobility Package, envisaged a mandatory state of crane establishment every week.

It must be said that the interests of the great state prevail and the states located on the periphery, on the shores of the territory of the European Union, are in an unequal competitive position. The eight-week deadline, although longer than previously planned, is still unacceptable in two cases. Firstly, it is a completely unnecessary burden on the territory of the European Union, and secondly, it is a dominant factor of nature, which is in no way incompatible with ambitions of economic weakening, says the president.
