E. Dragūnas petitioned the court to extend the term for half a year from the end of the proceedings currently under way in the Vilnius District Court regarding the legality of the building permit issued for the house. This request was granted in part, and the performer received a two-year period.

The referring court took into account the fact that the civil case concerned the legality of a building permit, as well as the fact that the case did not provide evidence that failure to demolish the house would violate the rights of third parties.

According to the court, the reasons stated in the petition depend not only on the will of E. Dragūnas, but also on the result of the civil proceedings initiated by the Construction Inspectorate.

The State Territorial Planning and Construction Inspectorate and E. Dragūnas are participating in the case considered by the Vilnius City District Court, the Vilnius City Municipality Administration and the Directorate of Pavilniai and Verkiai Regional Parks as well they are involved as defendants.

In October 2017, the same court had ordered the artist to demolish a residential house in a protected area at his own expense within six months because it was built in violation of the law.

After E. Dragūnas appealed this decision, the Panevėžys Regional Court returned the case to the trial court for a new hearing. While the peace treaty was being negotiated, a break was announced in the case.

In the Pavilniai Regional Park, the artist built the house in accordance with the building permit issued in 2015.

The Building Inspection stated that an extension not provided for in the project was built, the roof structure of the building was changed, a flat overlay instead of a slope was installed, the load-bearing structures of the building were changed, monolithic walls were installed and a monolithic cargo floor.

The Ministry of the Environment has discovered that the volume of the house has increased almost 16 times.

In addition, the Protected Areas Law prohibits the construction of structures less than 50 meters from the upper and lower edges of the slope. The distance from E.Dragūnas’ house to the slope is 11.44 meters.
