Trump, who is due to leave the White House on January 20, has already pardoned several of his political supporters.
The White House report says Trump granted a full pardon to 15 people and commuted the sentences to five more.
George Papadopoulos, a former Trump campaign adviser who confessed to lying to federal investigators about his ties to the Russians, was given full grace.
