However, in 2006, the National Land Service (NJT) decided to return the area to homeowners.

He considered that ways should be found to preserve the park for the community and that the owners would not suffer.

V.Mitalas: the problem is systemic

Vilna’s deputy mayor, Vytautas Mitalas, assured that the municipality sees a green area both in the current general plan and in the area that is being prepared. This means that the ravine should survive. Although the president of the Environmental Protection Committee, Juozas Imbrasas, was outraged that the municipality could have foreseen the conflict when the land was returned, V.Mitalas emphasized that the process is not controlled by the municipality, but is carried out by the NJT .

“We have a difficult situation, because the green spaces that the city wants to maintain, even though they are in private hands, are already 195 hectares. They arose because historically there have been two leaders responsible for the use of land in the city. One is the municipality, which develops the general plan and is responsible for the detailed plans, the other is the NJT. The municipality can only request its use after trying it, “he said.

Algirdas Kelpša, a representative of the Pilaitė community and the “Saleks” community, which founded the park, said an expert hired by the Kaunas Regional Court estimated investments in the park at 192,000. Euros are allocated for pruning, treating and watering the trees.

“The park was designed by professional dendrologists, the project was coordinated with the Vilnius District Municipality, the Ministry of the Environment coordinated that project. It is not a hobby to sit under a window, yell and defend yourself. The problem of why we couldn’t record all this is very simple: the investor experienced financial difficulties and with the permission of 100 residential houses he began to sell unfinished buildings. Until 2012, there were no ways to complete construction in progress. If it had been done before, we would have registered the unfinished construction and saved those plantations, ”he said.

According to him, a meeting was held with the representatives of the owners and there was a “time of waiting for peace” for a time.

The owners would agree to leave the ravine to the community.

Šarūnas Vaineikis, representing the owners, explained in the committee that he would not evaluate the organization of the return of the land, but responded to the observation of A. Gedvilienė.

“The plot limits from 2007, when the process began until 2008, when it was returned, the master plan became effective and changed in the following years. The edge of the frame we acquired was cut and moved to the other side. <...> It is private property and must be respected. But for some reason, the other owners, who line our parcel and fall into a well-kept park, have changed their purpose and that part of the parcel has turned yellow, ”he said.

Furthermore, Š.Vaineikis noted that it was not planned to build a stack of houses here and assured that he respected the desire to have a park. According to him, the owners are ready to leave the community in the most beautiful part of the territory: the ravine, where the infrastructure is concentrated, where people gather.

“I think we can commit to staying there. We should think about the form, but we are really ready to hear how much we could claim to build on top, as long as we leave the entire fund to the needs of the community,” he said.

The owners request more construction opportunities on the slopes of the park, provided they leave part of their plot for the needs of the community.

“We are committed to building the infrastructure, that is, roads, banks and that infrastructure would not be owned by built houses. This would be a territory of free access for the entire Pilait community. We could give about 50 percent. For the needs of the community of the plot territory “, – said Š.Vaineikis.
