But now the residents feel a bit possessed. The new speedometer has well emptied the pockets of hundreds of drivers in a matter of days, with many fines imposed on most of them, including dozens of fines.

The portal tv3.lt received a letter from a reader who lives in Riešė. In it, a woman talks about the confusion in the town: last week, hundreds of drivers received reports of crimes committed while driving last year. Drivers are said to have been so punished and so many fines written that residents are already joking about who is competing for who gets the most out of them.
“Today in Riešė, the neighbors meet immediately after saying hello and ask” How many fines have you received? “Instead of” How do you live? “, The Riešė community is ironic on social media.
The reader herself tells the portal tv3.lt that she received 6 fines of 12 euros each, she was sanctioned for exceeding the speed in just over 10 km / h. One day, the reader says that he has received two tickets, one for a violation committed in the morning and another for speeding in the afternoon.

The woman says the residents’ confusion stemmed from the tickets hitting them like thunder from a clear sky. Until now, no one has realized that he has been committing the same crime almost every day since October.
“Because that camera doesn’t even blink, it’s been a man since October. I didn’t even know that I was picking fines. Many people claim that if they had gotten the message right away, they really would have known the limits, that it is necessary to go all that distance. very slowly, trying not to go beyond even those 30 km / h ”, says the reader.
The “bragging” started with fines on Friday
After receiving heaps of fines, Riešė residents turned to the settlement elder Gražinas Zizienė. The tv3.lt elder says that the Riešė community is quite active in communicating with each other on social media, has a separate group of residents and discusses various topics there.
The group’s stories about the fines received appeared on Friday.
“In the morning I got funny news from our Riešė radar, 20 fines for speeding from 10 to 20 km / h. I hope I don’t have more, but I think that’s not all,” writes a resident of the group.
“I was waiting for this post! A neighbor wrote here that he exceeded 2.7 km / h and the ulcer is there. And the figures in family homes range from 8 to 70, ”says another.
G. Zizienė says that in addition to these messages, hundreds of similar messages appeared in the group. The biggest outrage of the population occurred over the weekend, because then people began to receive huge amounts of fines not only for this year, but also for the violations committed at the end of last year.
“There were record holders on Sunday who had both 70 and 80 and 100 of those fines. Imagine the situation of a person who receives 70 fines of 12 euros in one day and that is before Easter, Very Sunday or Saturday ”, says G. Zizienė.
Most of the group’s residents said they were fined for speeding from 13 to 14 km / h.
Feeling overwhelmed
G. Zizienė confirms that the community has long been calling for increased security at the aforementioned location, so now she feels a bit possessed. There is a school in the area, so additional security measures have been requested. However, when residents began to receive multiple tickets at once, the community suspected that the system was not working as it should.
“We understand that safe traffic has not been guaranteed here for half a year. There was no prevention. You realize that a person would not receive 70 fines, after the first two, three, five fines they would already realize that you have to be more careful on this stretch of road. There are people here who have been fined 12 or 18 here, they have never been fined anywhere. We have doubts about the accuracy of the results of the meter itself, ”says G. Zizienė.
Reports of misconduct can come in after two years; this is the statute of limitations. However, G. Zizienė believes that rape reports should come sooner. This would potentially avoid such high fines and ensure safer traffic and inconvenience to the public.
“Let’s talk about all the couriers, from Barbora, official cars. Imagine that an employer receives those notices after six months. Find out who was speeding the car. After all, this is not prevention, negligence, otherwise not I would call it. Everyone who has committed minor offenses is really ashamed and ashamed, but although it has become clear that fines can be sent within two years, we believe this is simply wrong, “says G. Zizienė.
Community members told G. Zizienė that they had received fines for the crimes committed in this year’s fight, therefore, as the old man says, it seems possible to send the fines earlier.
The community appealed to the police and the Ministry of the Interior to Minister Agne Bilotaitė. Organize a remote meeting with the village community to explain how this speedometer works.

The tv3.lt portal sent inquiries about the speedometer to the Lithuanian Highway Administration (LAKD) and the Lithuanian Highway Police Service. Both the LAKD and the police comments emphasize that fines can be imposed on drivers for a month, two, a half years, or even two years after the crime was committed.
“In accordance with Article 39 of the Code of Administrative Offenses of the Republic of Lithuania, an administrative penalty may be imposed no later than within two years from the date of the administrative offense and within two years from the date of its discovery in the case of a persistent administrative violation.

LKAD claims that the speedometer installed in Riešė is no different from other meters installed in LKAD and is not more sensitive than others. It is true that this meter obviously does not take photos of drivers, there is no flash, so drivers who do not commit a violation will not discover the violator immediately.
“The new speedometers use infrared illumination that is invisible to the human eye. Therefore, when a violation is recorded, the driver is not blinded by the flash, ”reads the LKAD comment provided by tv3.lt.
The Lithuanian Highway Police Service tv3.lt indicates that from 2020. October 27 until this meter. March 28 (inclusive) of this speed measurement device, 37,430 traffic offenses have been registered in the Registry of Administrative Offenses.
