According to Romas Austinskas, president of the Linava Association, the renewal of IT systems is slow during the weekend.
“The situation is exacerbated by the fact that all the documents required for the heavy vehicle journey are filled out by hand, which is time consuming and reduces the performance of the trucks when crossing the border. There are far fewer tractors spent on manual paperwork per day than under normal conditions. In other words, the current situation at the border is the same as it was a few years ago, before IT systems were fully used for document management, “says R. Austinskas.
Drivers trapped at the border for the fifth day are very tired, angry, they do not have the opportunity to eat normally, rest, do natural affairs. Some are forced to do it almost in taxis, containers available and thrown on the sidewalks. The kilometer line stretches along roads where there are no amenities, places to buy food.
According to R. Austinskas, neither Lithuanian nor foreign carriers can cross the border. Although the tail on the Lithuanian side has decreased compared to the first days, the tension on the Lithuanian side has not diminished.
“Seeing the growing situation of tension at the border, our country’s carriers simply no longer ship cargo, they are forced to violate contracts with customers, which establish specific terms of cargo delivery. As a result, they face not only losses but also penalties, depending on the terms of the contracts. As already announced, a day of inactivity for a tractor costs 300 euros. So carriers continue to count huge losses. We are considering requesting compensation from the institutions responsible for the losses incurred, ”says R. Austinskas.
The Linava Association recalls that the Customs Declarations Processing System (MDAS), the National Traffic Control System (NTSC) and the Data Collection and Processing System on Trade Flows of the Republic of Lithuania with the Member States of the Union European (EU) (IDAIS)) are not operational on the fifth day.
