When it became clear yesterday that the funds -187 thousand euros- had not reached the company that should have received them, I immediately asked the bank for the possibility of suspending the transfer of funds and police, requesting the opening of a pre-trial investigation for fraud. I commissioned the centralized internal audit department of the municipality to carry out an audit on the transfer of funds and informed the mayor of Alytus Nerijus Cesiulis about the situation.
The audit must answer if there are sufficient means in the municipal administration to adequately evaluate the documents received, or if there are certain safeguards to avoid errors or malice in the circumstances in which potentially falsified documents were presented and registered.
Today we can verify that the company to which the money was transferred for the work carried out according to the invoice presented and approved minutes informed us yesterday that all the documents presented regarding the account change are false and have not received the funds.
I hope the people who falsify documents are identified by law enforcement officers. For my part, I would like to add that the first information about the intention to change the company account reached the municipality again in November, when he had not even been appointed director of the municipal administration.
The foreign company, which had won the tender announced by the municipality and operated in Alytus, informed the municipality for the first time in August about the bank checking account actually changed. Such information was likely also used to fraudulently seize funds receivable for the company’s work in December.
I consider any insinuations and suspicions that I have personally been able to contribute to this situation in some way such as rumors of disrespectful political struggle and interested parties and a desire to exploit a criminal-scented situation for the sake of my personal goals.
