The speedometer, built in Riešė near Vilnius since the fall, but which does not appear to show any signs of life, unpleasantly surprised drivers – their emails were inundated with dozens of fines in one night. Some of them are half a year old. They do not hide their outrage that no one has been reporting the rapes for so long.
Stack of fines
Gražina Zizienė, president of the Riešė community in the Vilnius district, told reporters from the portal that a stationary speedometer on the short stretch of the Bendoriai-Riešė-Kalinas highway, near the gym, where there is also a speed of up to 30 km / h. Restrictive traffic sign appeared last year. The device was originally wrapped in film and was removed around October, but residents were not informed that the speedometer was operational.
On March 26, it became known that the film had been pulled from the speedometer not only for its own sake, but to record speeding violations. It was on this day that the drivers simultaneously received a stack of messages in their emails informing them of the fines to be paid for the administrative infractions committed.
“The amount of fines is so high that in the period from Friday to Sunday, some drivers received up to 100 notifications. Most of the population received 20-30, some after 50-70 reports. But there are also those who received only two fines each “, detailed G. Zizienė.
The number of fines is so high that some drivers received up to 100 notifications between Friday and Sunday.
According to her, the maximum amount of the administrative penalty imposed for exceeding more than 10 km / h. the speed is six or twelve euros, depending on whether the offense was committed for the first time or repeatedly. And the oldest period of fines received is October of last year.
Speedometer reliability questioned
“We thought that when a speedometer appeared on this dangerous section of the road, all security measures would be taken as it would do its job. It turned out that it had been on its feet for half a year, since October, taking photos and sending invoices to everyone before Easter. This is legitimate because it has become clear that such sanctions can be sent within two years, but it is very incorrect and inconsistent with the Code of Administrative Sanctions: that all measures must deter people from committing crimes and drivers do not know that they are doing it. half a year now. minor offenses. 90 percent of the infractions could not even have occurred if the notices of fines had been sent on time “, the interviewee is convinced.
G. Zizienė added that the residents thought they were complying with the Road Traffic Regulations (KET), because most drivers exceeded the speed minimally, that is, 11-12 km / h, when the speed was 10 km / h . it is still considered a tolerable limit. Such an error significantly angered community members, so over the weekend they sent a letter to the Highway Police Service and the Interior Ministry asking them to discuss the situation remotely. There were also doubts about the speedometer itself, whether it was really fine tuned. So far, according to the president of the community, no response has been received from these institutions.
Could minor crimes be prevented?
“Imagine that we have about 6 thousand inhabitants. The problem is not even the fines that our neighbors have received, because many people pass through this section and, nevertheless, imagine how many messengers,” barbarians “, official cars and in half a year they receive fines, lots of fines. … That means no one didn’t know. Employers couldn’t tell their employees to take preventive action. People who have never committed crimes anywhere else in the city have received more than one crime reporting, which means that they are certainly not malicious criminals. As a result, we doubt that all measures have actually been taken to prevent further violations, “said the president of the Riešė community.
The interlocutor repeated again – if the fines were received in October – immediately after the first violations, the vast majority of the population, according to G. Zizienė, would certainly not commit repeated violations and 70-100 complaints of similar violations would not be received. .
“It just came to our attention then. There was no way to identify that it was working because there were no flashes or other signals, it was something innovative. And no one understood the protocols, so they didn’t even know it was being violated for so long. I don’t know where. they hung the dog here, but so far there is such a version that the Lithuanian Highway Administration, which we requested safety on this section of the Bendoriai-Riešė-Kalinas highway, installed a speedometer and limited the speed to 30 km / h. but, consequently, the device does not perform its direct purpose: prevention. For us, the impact, everyone receives a lot of fines, although they really know that it is a very delicate section of the road and they are trying to follow the rules. Some made mistakes and slightly exceeded speed. And surely the drivers would have paid even more attention to whether they would not commit infractions if the police had done their work with the Admi Road administration on time ”, emphasized the interlocutor.
According to G. Zizienė, among the complaints about administrative offenses received on March 26, there were also those that indicated that the speed had been exceeded a few days ago. Therefore, according to the president of the community, the previous fines could have already been sent in October, for example, a week after the crime was committed, but there were none.
“Everyone who has committed a crime admits that they did it. But there are fines and other reports to prevent this from happening again. And now young people are calling, who have received ten or twenty fines … Imagine, for example, what kind of young person will have to pay several hundred euros before Easter. It can be said that there was no prevention for half a year, there was a speed limit sign, a speedometer … sensitive to the fact that there is a gym and 1,700 students on that stretch of road. It doesn’t matter that I’m quarantined now, but the preschoolers keep walking… ”he said.
The weather was nice on the weekend, greeting the neighbors instead of asking, “How are you?” We asked him: “How many fines did they receive?
“The weather was nice on the weekend, waving to the neighbors instead of asking, ‘How are you?’ We asked them, ‘How many fines have you received?’ By the way, I have not received any fine, but I am not really holy and I am waiting, maybe it happens by accident, ”speculated G. Zizienė.
Information is missing
Arūnas, a resident of Riešė, does not hide his disappointment at the situation. The man received more than 70 reports of speeding. “The mood at Easter is nothing. I would have gotten a better gift for Christmas, it would probably have been worth tens of euros, and now the period before Easter has filled my pocket,” said RNiskis.
However, the most angry people are not because they will have to pay for speeding, but because some of the Arūnas violations were recorded in October last year, which was emphasized by G. Zizienė, the president of this community.
“If you see that the radar detects a lot of infractions, you can say: ‘People, the radar detects a lot of infractions, be careful, we capture at full speed’, you can warn the public. ‘ There are no criminals on the wrist, there are no brochures. Name the person who has exceeded 40 km / h. speed through radar, a bullet or a criminal, you know, my tongue doesn’t spin that way, “he wondered.
“If people were warned, informed, received a message, fired the flash or something else happened, which would at least indicate to them that they committed a crime, it would still be perceived.” But now, after a period of half a year, people were overwhelmed with the protocols overnight, it is really outrageous, ”said Arūnas Saulius, a resident of Riešė.
“70 fines per person per night – a pre-Easter gift no one wanted -” platinum “eggs,” Victoria made no secret of her frustration and wrinkles, though her family received no reports of speeding.
Fine news – in two years
Vytautas Grašys, the head of the Lithuanian Highway Police Service, interviewed the LNK journalists, he did not hide: the Rieš community itself showed that the section of the Bendoriai-Riešė-Kalinas highway is dangerous, where the KET. However, according to him, the practice only proves that the community members themselves violate these rules.
Laura Salokaitė, head of the Traffic and Administrative Activity Supervision Division of the Lithuanian Highway Police Service, told the kauno.diena.lt portal that since October 27, 2020, when the speedometer installed in the Vilnius district began to function after the tests, until October 28 of this year, 37 430 violations.
The interlocutor added that, according to the Code of Administrative Offenses of the Republic of Lithuania, an administrative penalty can be imposed no later than within two years from the date of the administrative offense and within two years from the date of the administrative offense. date of discovery.
“The data obtained from this stationary speed measurement system and entered in the Registry of Administrative Offenses were immediately processed automatically. The infraction registration system has a valid inspection certificate, ”he explained, but stressed that the owner of this speed measurement system is the state-owned company Lithuania Road Administration (LAKD).
Why he is late does not explain
LAKD explains that the device works perfectly, but cannot say why it took time to inform the public about the violations. “I agree that some meters are probably coming faster. Well, there are all kinds of procedural and administrative issues here, but this is not the responsibility of the Highway Administration,” said LAKD representative Laurynas Ivinskis.
Journalists from the kauno.diena.lt portal asked LAKD additional questions related to the situation in Riešė, and after receiving the answers, we will supplement the text.
