Dear members of the Seimas,

Thank you for this experience, which I acquired in a short time, from the day the Seimas Board working group commented on their conclusions in advance, until this moment of honor to speak at the Seimas rostrum. I have heard and read many reviews. I drew many conclusions. I would like to draw your attention to the fact that as of 2020 July 1 I am not charged with any administrative misconduct or misconduct under the LGGRTC.

The reason I’m here is to try to start the reforms in the Center; the conclusions of the working group formed by the former Board of Seimas forced me to carry out these reforms.

I feel as if I were between the political mills, more precisely, between the two boards of the Seimas: the Board of the Seimas of the current mandate and the mills of this Board.

Everyone has already forgotten that a study on the registration record of KGB agents published on the Center’s website three years ago caused quite a stir in the public, including in the foreign media, and then the Board of the Seimas formed a task force to investigate the Center’s work. . Among other things, a shadow was cast over Cardinal Vincentas Sladkevičius, conductor Saulius Sondeckis and actor Donatas Banionis.

June 26, 2019 The conclusions adopted by the working group formed by the State Historical Memory Commission of the Seimas of the Republic of Lithuania affirm:

that the Historical Investigation was carried out negligently,

that insufficient attention was paid to document analysis and verification,

that the study is a complete example of the lack of communication between the staff of the Lithuanian Research Center on Genocide and Resistance,

that there was no cooperation between the institutions,

the influence of politicians also contributed to the release of documents.

And here is the conclusion: It is necessary to significantly improve the internal procedures of the Center, since the disclosure of documents is not sufficiently regulated, and these errors damage the institution itself and undermine its image in society.

A representative of the Union of the Fatherland also voted in favor of these conclusions of the Seimas working group, the conclusions were approved by the Board of Seimas of the previous legislature.

When I started directing the Center six months ago, I began to correct the deficiencies pointed out by the Seimas Board of that period, I tightened the rules of advertising, we tried to talk with historians about how to improve the quality of research. This has caused dissatisfaction on the part of the staff, highlighted one sixth of the staff.

The new Board of the Seimas of this period took the opposite position: the attempt to correct the deficiencies pointed out by the Board of the Seimas of the previous period was evaluated as an undemocratic step, for some reason only 17 employees heard a complaint, but did not pay attention to the opinion different from 61 employees.

All that remains is to wonder what will happen to the management of the Center after the next elections to the Seimas.

March 19 A group of signatories to the Act of Independence appealed to the Center to reexamine the charges against Cardinal Vincent Sladkevičius, conductor Saulius Sondeckis and actor Donatas Banionis. The signatories of the Act of Independence ask, among other things, how the deficiencies indicated by the Seimas Board of the legislature before and after March 26 will be corrected. I don’t know what to answer you after the decision of the Seimas Board.

I invited the members of the working group formed by the Seimas Board on the situation in the Genocide Center to visit the institution live, talk to the staff, see the conditions in which some of them work, carry out all possible audits starting with finances, management, assessing the psychological climate in the Center. Unfortunately, my call was not answered.

2019 At the end of the year, the Genocide Center was moved from a group of 3 institutions to a group of 2. The employees accepted this with great enthusiasm, but only 19 officials whose salaries increased significantly benefited from the increased funding for the institution, while the employees who worked with employment contracts did not feel practically any increase in wages.

As of 2020 July 1 El Seimas appointed me to lead the Center. When I took office, I became familiar with the situation at the Center, which surprised me. During the 24 years of the Center’s existence, the institution’s roster includes 543 employees who have left the Center. It means that an average of 16 employees leave the Center each year. This staff turnover is normal when the institutions have between 500 and 1000 employees, instead of 142 like the Center.

In addition, for several years, the Center has received the least funding of the 23 institutions subordinate to the Seimas. For many years, the salaries of LGRTC employees were only slightly above the minimum. the salary of the employees was 370 euros. I think the politicians of this Seimas should seek answers to the questions why the Center has been financially impoverished for about 20 years. The bottom line is that for many Lithuanian political forces, the Center has been like a bone in the throat for many years. This bone could not be swallowed or spit out, it was the chosen tactic to kill this institution with little funds.

87 employees of the Center applied to Seimas in 2015 for this situation, and then again in 2016. Why did the Seimas not react in any way to these calls from the absolute majority of LGGRTC employees, but rather reacted very actively to 2021? 17 Employees who work at the Center?

Seimas of the Republic of Lithuania in 2019 noted that the Center was probably the only institution in Lithuania whose director, ironically for such an institution, was appointed to direct for life in the Soviet style, and that the institution had no mandate or rotation. The LGGRTC law was amended, the mandate of the director was introduced and I was appointed to direct the Center for a term of 5 years. When I came to this institution, I immediately emphasized that I would make the LGGRTC an honorary institution, that there would be no more workers left without it, but that many historians would seek employment here.

In the center, we plan to start in 1991. establish a DNA bank, identify participants of the post-war armed resistance, expand museum activities to Vilnius Lukiškės Prison, Kaunas (establish a museum in the cells of the former building of the KGB, as well as expanding the museum’s activities in Druskininkai.

We checked all versions for the possible burial site of Juozas Lukša-Daumantas (Skirmantas). It would be symbolic to find and bury the remains.

Continue the search for the remains of those killed by the KGB in Tuskulėnai. The remains of more than three hundred tortured people are believed to have yet to be found in Tuskulėnai, possibly under the tennis courts and in the adjacent area, and an Exile Alley has been installed in Tuskulėnai.

For the first time, he officially met with the president of the Lithuanian Jewish community (Litvak). Aspects of possible cooperation in the discussion of Holocaust victims in Lithuanian cities were discussed, with due mention of the 80th anniversary of the liquidation of the Vilnius ghetto, etc.

The Center is not a scientific institution as it is misrepresented in the media. The Center is a public administration with many functions: the investigation of the Genocide Center is far from being a mere historical investigation, it is interdisciplinary research covering not only history but also law, sociology, anthropology, political science, and psychology.

The SSD handed over 1,600 people to the center who confessed to secretly cooperating with Soviet security in the KGB file.

Before each election, the center checks the candidates for concealment of their cooperation with the Soviet secret services, checks all the candidates with state awards, etc.

2021 It is very important that the center prepares properly for anniversaries:

June 14: 80th anniversary of the start of the deportations.

This year has been announced by the Seimas as the year of Juozas Lukša-Daumanas (Skirmantas), it is 100 years since his birth and 70 years since his death.

80 years 1941 June 22-27. Soviet massacres:

The Holocaust in the 1980s.

The 80th anniversary of the Rainy tragedy

The 80th anniversary of the shooting of prisoners in Pravieniškės prison.

30th anniversary of Medininkai, 30th anniversary of the death of the border guard Žagunis, Artūras Sakalauskas near the Seimas.

30th anniversary of the diplomatic recognition of Pucca (19-22 August 1991) and the state of Lithuania and other memorable dates.

Since July of last year. the Center’s change team is being created, the Center has two renowned historians, a director and a financier, two lawyers (one of whom has moved to the Center from the Supreme Court) and a Communication Unit for communication internal and external . A search and identification unit is being set up for the remains of the participants in the postwar armed resistance, where the Center’s staff will be invited to work.

To normalize the microclimate in the center, a mediator will be invited to bridge the gap with the academic community. I would like to thank the former director Biruta Burauskaitė for her help and willingness to solve internal problems and elevate the institution to a new level.
