When asked who should take responsibility for the apartment building in the Pašilaičiai district, S. Gentvilas stated that a thorough assessment was needed.

“It will be initiated by the Municipality of Vilnius through the administrator of various apartments to carry out a detailed examination of the building. After that, it will be clear if there are significant violations, if there is a possibility of an accident or if they are just cosmetic violations, ”said the Minister.

“In terms of damages, the contractor is liable for 20 years of hidden and invisible defects and defects. There is construction insurance and frozen funds to compensate for these things. When the building is finished, 5 percent of the construction project funds are frozen and that guarantee is required, ”he added.

However, he stressed that the defect is obvious, the neighbors have already suffered damage, especially emotional.

At the same time, it is being debated whether buildings should not be sold only with full finishes to make it clear who is responsible for the finishes.

Vytautas Ambrazas, acting head of the State Inspection for Spatial Planning and Construction, said that the inspection of the building could take from a month to three, but stressed that the municipality is responsible for it.

Ambrazas commented that the reconstruction of buildings is allowed, the risk of being built was abused during the construction boom, when many builders were in a hurry to build at the lowest possible cost. The project was evaluated by experts, it was evaluated positively, perhaps the question should be raised of a greater responsibility of the experts to evaluate their word, qualification and work.
