The thirteenth pension is a debatable topic
When asked if the new government could support pension number 13, the interim prime minister said it was up for debate, but until there was a government program, it was difficult to answer.

When asked how he responds to statements by conservatives that the new budget does not provide money for pension indexation, Skvernel said “the new majority must understand that they are not working in opposition but in position.”
“Under the law, there can be no indexation of pensions, so the government has submitted an amendment to the law to assess not one of the two indicators, gross domestic product and wages, but one. And funds are provided for this indexing. Regarding the so-called presidential indexing, it is suggested that it should not be applied. This week, the government planned to consider SADM’s conclusion on pension number 13, but decided not to. The conclusion prepared by the Ministry of Social Affairs proposes to approve the proposal in principle, but to improve it: establish a differentiation mechanism according to the amount of income received and predict when it would not be allocated, around 90 thousand. According to the Ministry, in addition to social security pensions, people receive additional pension-type benefits from the state budget: state pensions, annuities, in addition, people can work and have work-related income.

According to the ministry, the amount of pension number 13 must be linked to an indicator or base amount that is indexed (for example, the level of minimum consumption needs, social security base pension) or a separate indexation mechanism must be established .
ELTA recalls that after the presentation, the previous Seimas approved the proposal regarding the 13th pension.
The then rulers said that pension number 13 would help boost consumption, but the proposal was criticized by economists and the then opposition.
