R. Šimašius, when asked whether it would be possible to implement the nine-year renewal plan when his own mandate is limited, commented that the plan is divided into three stages.

“One has already started because many things are being done with the streets and with the patios. (…) Next, two years, is already the end of the term, and the third stage is nine years, and for each stage, at the end of it, we have our own indicators, which we really want to achieve together with the people of Vilnius “.

However, in response to comments that perhaps there will be an attempt not only to renovate something, but also to demolish it, the mayor of Vilnius was very reluctant to escalate this matter.

“It just came to our knowledge then subacute rooms where demolished and rebuilt. But, my God, we are not going to do that in any way. But from the beginning, the most important thing and what that plan is about, as well as why we say that Soviet modernism did not work, is because a modern city (…) needs a clear distinction between public spaces such as streets and private spaces. for example, yards “.

According to R. Šimašius, there are no normal streets or normal courtyards in Soviet districts, and instead of streets there are roads along which, after a little distraction, residential houses run.

“And that there are no patios, the best illustration is that in the Soviet neighborhoods (…) we have not heard the saying as an entrance to the patio or as an entrance to the patio. You can only enter the parking lot in the courtyard and you can enter the normal courtyard, but not in the Soviet districts. “

However, he admitted that there are around 30 to 40 houses in Vilnius, where people have a duty to manage together with the administrators of their communities, and if they don’t, the house becomes life threatening.

“In that case, what we are really saying is that we will not allocate taxpayer money to repair those houses for the residents if they do not want to help themselves. But if the house is hopelessly worn out and the residents do not take care of it, then we will make sure that they have a temporary place to live and that a de facto collapsed house can be compared to the ground and build new houses there. and give back to the neighbors ”, assured the mayor.

G. Šniukas from Vilnius assured that he accepts the presentation of the project as an invitation to all to discuss and agrees with some ideas. For example, that each neighborhood must have its own identity and certain centers of attraction.

“I wanted to talk about the idea of ​​expanding the apartments with balconies, because this idea would be beautiful. But if it has 65 square kilometers. subway. apartment, and a balcony of 5-6 square meters. m., this expanded seems to have more space and everything is in order. But it is not like that, because here is the devil in the details. Frankly, I had to suffer for those things.

The neighbors of a house had become such an object, but in this way the heating system is absolutely out of balance. Generally speaking, increasing the area also requires more heating. Then bigger radiators are built, but the question is, would the home system withstand that? Another thing is that the exterior wall of the house is common property and there must be consensus for the whole house ”.

Attorney D. Varhara said two things need to be addressed after the project is presented.

“On the one hand, these apartment buildings built by the Soviets have a limited technical and operational period, which in some cases is probably coming to an end. But there is another problem: our constitutional regulations (…) make it very clear that the property is inviolable. The exceptions to this regulation are quite narrow. Contrary to the will of the owner, the property can be taken only for the needs of society, only in accordance with the procedure established by law and only with fair compensation. “

According to him, this means that the need of society must go far beyond the protection of the rights of the owner.

“If there is a plan to demolish Soviet apartment buildings, I immediately wonder what legal mechanism will solve the problem. It is clear that at least a part of the population will not agree with that.”

He says the renovation plan would work if homeowners had to pay for certain upgrades out of pocket if they didn’t agree to change something, but politicians probably wouldn’t dare introduce such mechanisms.

How to reconcile a new city with an old one?

Vilnius chief Architect Mindaugas Pakalnis said that the problem for residents of Soviet apartment buildings is that they do not understand why it is necessary to manage common spaces.

However, G. Šniukas from Vilnius commented that it is probably possible to argue whether the Soviet construction was not more favorable for people’s lives, when now new houses are being built without recklessness where there could be green spaces and one next to the other. .

“It just came to our attention then. If I’m not mistaken, the distances between the parking lots and the house have been reduced, so it matters how this correlates. It is one thing to talk about old houses, how to revive everything there, but life does not stop, many new constructions are being carried out and the whole city has to coexist so that the new fits in with the old ”.

“I think everything here is dramatically bent because I don’t know of any park or plaza that has been built and damaged. But basically what the dear Giedrius said is a big problem for us as a municipality. In reality, those Soviet districts fell into the territory of the Rēzekne villages and the land was returned to the former owners by court decisions.

He is not a municipality, nor a mayor, nor a man here. the architect could do nothing. We have common plan solutions where a residential area is provided. We have a court ruling that it is necessary to return the property to the former owners there, and they are looking for ways to build a building there. “

He recognized that such accidental restitution had caused the city a number of problems.
