Six members of the commission voted in favor of the version proposed by the representative of the opposition “peasants” Guoda Burokienė, and the version prepared by the representative of the conservative alternative rulers Stasys Šedbaras – that there was no violation – was supported by five MPs.
As G. Burokienė told Delfi, in addition to the opposition representatives, who this time voted unanimously, there was also a person in charge who supported the project.

The problem of the recommendations to Nausėda has been solved.
As already announced, at the end of March, the Seimas European and Foreign Affairs Committees approved a recommendation to the Government in a joint session that President Gitanas Nausėda should represent the EVS country that had traveled remotely from 25 to 26 March. A group of opposition representatives asked the Seimas Ethics and Procedures Commission to evaluate this decision, BNS wrote.
The conservative S. Shedbar, presenting his proposed version of the conclusion, pointed out that foreign policy is carried out jointly by the President and the Government, and that the decision of the Seimas Committee was of an advisory nature.
“The president and the government must agree on how powers will be shared, because no government can conduct foreign policy without a president, nor a president without a government. It seems to me that in this case the ERC is accepting some recommendation, ”said S. Shedbar at the hearing.
“The Committee does not take any binding decision to behave in one way or another when forming a delegation, in this case it recommended that when a delegation was formed, it be agreed with the Lithuanian leader that the positions be presented by the President. I don’t see any absolute problem here. I believe that the ERC did not exceed the limits of procedure or competence, because it did not make any binding decision, it only proposed it ”, argued S. Šedbaras.
G. Burokienė, the representative of the “Peasants”, took the opposite view and pointed out that, according to the Statute of the Seimas, the Seimas Committee cannot make decisions about an institution that is not subordinate to it.
“I have the opposite opinion, the Statute of the Seimas specifies how the deliberations, the formation of positions and the proposals to the Government and the ministers in the committee should be carried out, but the President is not spoken of,” said G. Burokienė.
His proposal supported the conclusion that the European and Foreign Affairs Committees exceeded their competence by deciding to recommend that the Government present the positions approved by the Seimas and Government committees in a videoconference of the European Council on March 25-26.
The decision also recommended that the Seimas European and Foreign Affairs Committees, when considering Lithuania’s positions and their presentation, decide only on the powers assigned to the Government.
He called the politicized decision
The head of the Seimas European Affairs Commission called the ethics guardians’ decision on EVS politicized, BNS wrote.
The head of the commission stated that the decision was related to the Government, in addition, it was of an advisory nature, so she did not see any infraction, and in the future, if the members of the Seimas present proposals for representation, the commission will continue considering them.
“I see the EPC’s decision as a political decision, I regret that it was not judged by the letter of the law, in my opinion, because in our decision at the end of March it was clearly established that we recommend that the Foreign Ministry establish accordingly,” it is our responsibility, “R. Liberal A. Bagdon, who works in the Ethics and Procedures Committee of the Seimas and in the European Affairs Committee, explained that he voted according to his convictions and not according to the political line.
“I am convinced that the committee exceeded its powers when it decided to recommend to the President of the Republic of Lithuania not to go to the Council. My opinion was as follows. I did not vote according to the political line or the agreements with the coalition partners, but as it seemed right to me.
It seems to me that every member of the Ethics and Procedures Commission should, in the first instance, look at the criteria of fairness, ethics and procedural irregularities and make decisions accordingly. Even though the coalition partners probably didn’t like this vote of mine very much, I can’t do anything else if I’m already working on such a commission, “said A. Bagdon.
The MP opposed R. Morkūnaitė-Mikulėnienė, who called the decision politicized.
“I do not see many political reasons for what the chairman of the European Affairs Committee has publicly commented. If the representative of the ruling majority voted exactly as he did, it seems to me that there are no political considerations here. In general, when it comes to going to EVS, the parliamentarian thinks that the president and the head of government should agree on this.

Competitive changes are taking place
Voting in the Ethics and Procedures Commission of the Seimas is not the first surprise that the Liberal rulers received. Earlier, Seimas spokesperson Viktorija Čmilytė-Nielsen openly expressed doubts about the passport’s possibilities.
Rima Urbonaitė, a professor at Mykolas Romeris University and political scientist, noted that the Liberal Movement’s agenda remains vague.
“It’s like Simon Gentville is trying to introduce it. But unfortunately, his agenda, if we look at what is in the public space, was limited to the construction of Ms Vėbrien su and her house.

The political scientist warned that his representative is in the position of Spokesperson of the Seimas, which in itself gives weight to this politician.
“But before that sharper statement about the passport of opportunity, it was so sterile: everything is fine, with care, without serious deviations or sharper statements,” noted R. Urbonaitė.
According to the deputy, the Liberals are trying to find a clearer niche.
“Interestingly, the Freedom Party, which is its main competitor, with Aušrine Armonaitė at the forefront, is active. You may not agree with them, sometimes you can see uncoordinated actions or incomplete solutions, but they are active. The Movement Liberal probably doesn’t want to be left behind either, “commented R. Urbonaitė.
The political scientist commented more cautiously on the vote in the Ethics and Procedures Committee of the Seimas. He did not rule out that this could have been a personal decision of Mr. Bagdon.
“The Liberal Movement also had several people in the last legislature who voted not as liberals, but as ‘peasants’. And now those trends can still exist, “said R. Urbonaitė.
The political scientist believes that we will see more manifestations of competition between the two liberal parties in the ruling coalition.
“It just came to our notice then. We have two liberal groups. They operate in a certain competitive space. These are the closest competitors. I think that in itself causes some gluttons.
It is important that it does not become rancid in the name of rancidity. You must transmit content. Oh, if your content is in conflict, I won’t stick with that for long. After all, you can even hurt yourself with it. The factions must plan well what they are doing and how they are trying to find a place under the party sun, ”said R. Urbonaitė.
The ruling coalition currently consists of three factions. The Lithuanian Christian Democrats of the National Union have 50 members, the Liberal Movement and the Freedom Party eleven each.
