“Fighters from the illegal armed groups from Syria and Libya are being sent to the Nagorno-Karabakh conflict zone to participate directly in the fighting,” the Foreign Ministry said.

“We are deeply concerned about these processes, which not only increase tensions in the conflict zone, but also represent a long-term threat to the security of the entire region,” the ministry added.

Armenia and Azerbaijan have been involved in the conflict over Nagorno-Karabakh, a separatist region separated from Azerbaijan and supported by Armenia, since the early 1990s.

Armenia has accused Azerbaijan of sending “mercenaries” to Nagorno-Karabakh.

Although the Russian report does not mention Turkey, it calls on the “leaders of the affected countries” to take measures to prevent the participation of “foreign terrorists and mercenaries” in the conflict in the region.
