In 2020, the CC received a total of 17 applications; the question of the admissibility of two has not yet been resolved, 15 minutes Giedrė Maksimaitytė, Advisor to the President of the CC in Public Relations.
The court received 15 requests to investigate the conformity of legal acts with higher-ranking legal acts, one request for presentation of conclusion and one request for interpretation of CC acts.

Of the same 17 petitions, 8 were presented by courts, which requested to investigate the compliance of legal acts with legal acts of greater power, groups of members of the Seimas presented 6 of such requests, in the body – one.
The Seimas also did an investigation on the conclusion that there was no violation of the electoral laws.
Another request, to clarify the provisions of the decision previously taken by the CC and the report of the CC president, was addressed to the court by a judge of the Supreme Court of Lithuania.
In 2020, the CC agreed to examine 7 requests to investigate compliance of legal acts with the Constitution and laws.
“They constitute about 47 percent. Of all applications received, so the question of admissibility has been resolved,” said G. Maksimaitytė.
As of 2019, the citizens of the country acquired the right to apply directly to the CC. During 2020, 231 citizens exercised this right, receiving individual constitutional complaints.
Of these, 181 were decided by the court last year on their admissibility, and it was decided to file another 40 appeals in 2019.
Last year, the CC accepted 9 individual constitutional complaints.
“Its acceptance percentage is around 3 percent. Two cases based on such complaints were already resolved in 2020,” said the representative of the president of the CC.
In 2020, the CC adopted 18 resolutions. Fourteen of them acknowledged the conflict with the Constitution and four affirmed that the contested legal act (part of it) was in conflict with the Constitution.
“By way of comparison, in 2019, the Constitutional Court approved sixteen rulings. Only in three resolutions were the legal acts investigated declared unconstitutional, and in the other thirteen resolutions it was stated that the legal act investigated (part of it) did not comply with the Constitution ”, assured G. Maksimaitytė.
In the 2019 annual report, CC Chairman Dainius Žalimas pointed out that these statistics show the improvement in the quality of legislation.
