According to possibly leaked documents, Putin gave such an order during a closed-door session of the Russian National Security Service.
The meeting is said to have taken place on January 22, 2016, and was attended by heads of intelligence services and ministers.
They agreed that Trump would help Moscow secure strategic objectives for Moscow, including “social unrest” in the United States and the weakened negotiating position of the US president.
Three Russian intelligence services were instructed to find practical ways to support Trump. According to The Guardian, the order was signed by Putin.
At the time, Trump was already one of the main contenders for the GOP nomination in the presidential election.
Western intelligence services appear to have known about the documents for several months and carefully examined them.
Kremlin spokesman Dmitry Peskov called the information about the session of the Russian National Security Service, during which it was decided to support Trump, a fiction.
“Psychologically unstable”
In a secret report “No. 32-04 vd”, Trump is named the most promising candidate from the Kremlin’s point of view. The document also provides a psychological assessment of the future president: he is described as “a psychologically unstable and unbalanced individual suffering from an inferiority complex.”
The documents appear to confirm that the Kremlin has material committing Trump to “a previous unofficial visit to the territory of the Russian Federation.”
Certain events that took place during D. Trump’s trips to Moscow are mentioned. It should be noted that the details are given in the fifth annex, which is not attached to the leaked documents.
“Every effort should be made to ensure that Trump is elected president of the United States,” the documents said.
This would implement a “theoretical political scenario” in favor of Russia. According to the victory of D. Trump “would undoubtedly lead to the destabilization of the American socio-political system”, a disguised dissatisfaction would erupt.
The author appears to be Vladimir Symonenka, a senior official in the Kremlin’s expert department who provides Putin with analytical material, sometimes based on intelligence.
The document does not mention Trump’s rival, Elector Hillary Clinton. However, he suggests that media resources should be used to discredit key political figures in the United States.
There is talk that Russia could introduce “media viruses” into American public life that could survive and multiply on their own.
The document says Moscow would benefit from a Republican victory that would lead to a “social explosion” and weaken the US president.
In this way, Putin could dominate any bilateral conversation between the United States and Russia, deconstruct the negotiating position of the White House and pursue bold foreign policy initiatives.
The document also claims that US sanctions against Russia for the annexation of Crimea in 2014 have contributed to internal tensions.
Russian spy expert Andrei Soldatov told The Guardian that the leaked material “reflects reality.”
“Follow the procedures of the security services and the Security Council. Decisions are always made: when advisers provide information to the president and the chain of command,” he said.
According to Soldatov, the Kremlin regulates most operations: “Putin has shown his spies at least since 2015 that nothing can be done independently of him.”
In 2018, Trump met with Putin and questioned the conclusions of the US security services that Russia was interfering in the 2016 presidential elections. After receiving strong criticism from the allies as well, D. Trump later assured that he had not expressed such idea.
