The law is one of the proposed constitutional amendments passed in a referendum this summer.

Under the new law, an outgoing president cannot be prosecuted or administratively prosecuted, detained, arrested, searched, questioned or searched.
The inviolability of the former head of state will also ensure the inviolability of the residential or official premises that he occupies, his vehicles, communication media, documents and luggage that belong to him, his correspondence provided for in the new law.
In addition, the waiver of the immunity of the former president is governed by article 93 of the new Constitution.
The law stipulates that the president of Russia can lose his immunity only by decision of the upper house of parliament, the Federation Council, if the lower house (the State Duma) charges him with extradition or another serious crime.
However, such charges must be approved by the Supreme Court and the Constitutional Court in accordance with their respective procedures.
The law also stipulates that a motion to impeach the president must be passed by at least two-thirds of the deputies in both houses of parliament. The waiver of the immunity of the former president can be initiated by at least a third of the deputies of the state Duma after the formation of a special commission by the Duma.
The decision of the Federation Council to waive the immunity of the former president must be taken no later than three months after the Duma indicts him. If no decision is made within that time, the charges will be deemed rejected.
