The pre-trial investigation was launched last spring by the Special Investigation Service, which received a statement from Alexander Ribnikov, former owner of the now bankrupt company Sodžius Būstas, about possible illegal actions by former Minister of Transport and Communications J. Narkevičius .
A. Ribnikov later indicated that in 2008 he agreed with J. Narkevičius that Sodžiaus būstas would rebuild the house of the politician’s parents without compensation, and J. Narkevičius would help his company win public contracts to carry out renovation works of some educational institutions in Vilnius and Municipalities of the Trakai district.
J. Narkevičius worked in the Vilnius city municipality administration in 2007-2008, his wife Irena Narkevič worked in the Trakai district municipality.
The prosecutor leading the preliminary investigation pointed out that during the investigation no objective data had been received that J. Narkevičius demanded a high-value bribe from him – to rebuild his parents’ house – for making decisions favorable to A. Ribnikov in public. obtaining.
“The evaluation of the witness testimonies and the analysis of the public procurement material did not provide objective data on the impact on the selection of specific contractors to enter or win a public procurement and other circumstances related to violations of public procurement procedures during the renovation project “.
According to the Prosecutor’s Office, the investigation also failed to provide data on violations of public procurement procedures carried out by the Public Procurement Office or other competent authorities in educational institutions in Vilnius and Trakai.
Nor did the law enforcement authorities establish that J. Narkevičius had offered A. Ribnikov to participate in public tenders and had promised favorable or beneficial solutions.
“Evaluating the allegations made by the applicant about the settlements of the house under reconstruction, the persons interviewed as witnesses indicated that the works had been liquidated, confirmed and received through written documents related to the works carried out during the reconstruction and their payment”, the noted the prosecutor’s office.
During the investigation, the tax inspections of J. Narkevičius and persons related to him were also carried out by the State Tax Inspection, which found that the politician and the related expenses corresponded to the property they owned at the time and had sufficient income to acquire or justify expenses. .
The prosecution found no other data to support the allegations in the statement that A. Ribnikov’s company had not been paid for the reconstruction works.
In mid-May, the LRT announced that J. Narkevičius, who held a senior position in the Vilnius city municipality administration in 2007-2008, and his wife Irena Narkevič, who worked in the Trakai district municipality, could influence the construction company Sodžiaus Būstas. winning tenders for kindergartens and schools in Vilnius and Trakai. the sums earned would be used to rebuild a politician’s house in Trakai.
According to data from the LRT Research Department, in 2008-2012 Sodžius Būstas won at least ten projects in Vilnius and at least five in Trakai district. The total value of the works carried out exceeds one million euros (4 million 435 thousand litas).
J. Narkevičius stated that the renovation of the house in Trakai was financed mainly by his parents, who owned the building at the time, and stated that he could prove it.
The former minister had also appealed to the Prosecutor’s Office for defamation, but the latter refused to open a pre-trial investigation.
