After the SESC meeting, the Minister of the Interior, Agnė Bilotaitė, the Minister of Social Security and Labor, Monika Navickienė, and the General Commissioner of Police Renatas Požėla, spoke at the press conference remotely.
Promises surprises
A.Bilotaitė indicated that on Monday the Police Department is organizing a meeting with representatives of the territorial units and will prepare a specific plan with measures, which will be presented to the Ministry of the Interior.
“By evaluating the lessons we have learned, what happened during the holiday period, the applied template methods will be abandoned, there will be more surprises. In the past, it has been made clear on which days the blocked posts will operate, when – mobile posts. In this case, we will take a slightly different path, that there was a moment of surprise, ”said A.Bilotaitė.
In this case, we will take a slightly different path, that there was a moment of surprise, – said A.Bilotaitė.
There will also be more recommendations for specific municipalities, because, as the Minister said, what is relevant for coastal municipalities is not so important for others. The broader use of certain information technologies will also be considered.
R. Požėla stated that what needs to be improved has been assessed. “We will try to take a slightly different path, because we summarize that most of them meet all the requirements, they do not care where those positions will be and when they will be or in general they will be. But the number is worrying: we can confidently speak about 100 thousand. Lithuanian citizens who tried to enter other municipalities and were found to be in violation of the Government’s resolution.
We do not even doubt that there would be people who broke into other roads, highways, in the days when there were fewer inspections. Therefore, we see the need for different methods. We will abandon such a weekend pattern, other usual past things, we will apply the surprise factor. It will be aimed at those who resist in good faith following the established procedures and norms, ”said the General Commissioner of Police.
Complemented by the Minister of Information Technology, the Commissioner General mentioned the intention to improve the application used to identify vehicles by license plate, if it had already been registered in violation of the procedure.
The use of mobile cameras is also desired to be more efficient, but consultation with IT specialists in the police has shown that this is not very easy.
The Commissioner General of Police also highlighted the importance of the Declaration of Universal Residence, since it is now done on a voluntary basis, which would facilitate the work of law enforcement agencies in this case. “And in the future, the state may face various situations in which it may be necessary to change from the usual life regime to special legal regimes,” said R. Požėla.
The police are not overworked
According to the commissioner, behind the window is the 21st century and 2021, so technological things must be complemented with the human factor. According to him, other countries used IT tools, so Lithuania should do the same.
Asked if the measures taken recently have really worked, R. Požėla assured that it really is like this: “These measures are effective, we are talking about an even more effective application of these effective measures. Officials always want more, but there are objective reasons, there are other functions, there are other realities. Therefore, information technology must be the companion of our daily life ”.

He also said that it was understandable that a significant number of officers needed to be assigned to these functions, but when investigating other crimes, other jobs, the commissioner mentioned the planning of the work, the use of the reserve.
“I can’t say that right now, we should sound the alarms within the organization itself so that something doesn’t work.
We ring the alarm bells because between 300 and 400 police officers are constantly battling an insidious disease or in self-isolation, which is a huge hurdle. However, when it comes to the performance of duties, I truly believe that the duties are performed fully and efficiently enough, ”said the Commissioner.
R. Požėla assured that the police are not overloaded, on any border or similar.
Currently 189 policemen are sick with COVID-19, 95 are in self-isolation. Several officers working in the police are also ill or isolated.
Decisions on the extension of the quarantine, according to A.Bilotaitė, were not made on Monday; the same information was received, which was already heard at the government meeting on Sunday. “Today only information was heard and there was no discussion about extending the quarantine,” said the minister.
A.Bilotaitė also spoke about the problems in the municipalities of the ring, because the problems of the population when going to work and other issues are known. This will be considered when preparing the plan, considering the location of the elements.
“It is very important to us that the system works and people do not abuse it, but we will seek compromises,” said the minister.
R. Požėla also confirmed that it will be seen how easy it is for passers-by to pass legally, but it will also be thought that there will be no opportunities not to abuse him.
Pay sickness benefits to parents
M.Navickienė recalled that since January 1. when children are not in pre-school education, parents can receive sickness benefits. If two children do not go to kindergarten, both parents may not be able to care for those children at home. And childcare is not included in the maximum number of sick days.
“The most important message is that of January 1. Parents of children whose parents decide not to admit to pre-school education institutions can receive sickness benefits, ”said the Minister of Social Security and Labor.
Primary parents do not have this option. At the moment, it is anticipated that parents will be able to use this option for 14 days, but it is still being considered and may be changed and extended in the future to allow parents to receive sickness benefits until the end of the quarantine.
Posts will be where – will not be published
At its meeting on Sunday, the government approved new restrictions on movement between municipalities. The Interior Minister, Agnė Bilotaitė, said that the fixed and mobile poles will continue to operate on the roads, but does not reveal specific dates: “It is expected that both the fixed and mobile poles will continue to operate, we will not specify the dates on which they will be.”
This was decided because the Police Department has taken the position that people, seeing that there are no blocking posts, are trying to take advantage. Therefore, the plan is not intended to be published.
The request will be reviewed on January 17.
On Sunday, the police and the institutions that serve him delivered 3.8 thousand. Ramūnas Matonis, representative of the Police Department, was informed about the failure to comply with the quarantine requirements by a driver who went to other municipalities.
On Monday, more than 1,360 new coronavirus cases were confirmed last day, with 25 people dying and 425 recovering. Only 4,950 studies were conducted.
