The President stressed the need to agree as soon as possible on the EU budget and economic recovery instruments so that Member States can use them as soon as possible to stimulate the economy and implement reforms.

The President noted that the EU budget and the European Recovery Fund should be equally ambitious and fair: all Member States should have access to them according to objective criteria.

Lithuania is in favor of increased funding for traditional EU policies: cohesion and agriculture, which contribute significantly to achieving the objectives of the green economy and climate change. Lithuania is determined to continue raising the issue of convergence of direct payments.

“The triple difference in benefits between the countries of the Community is unacceptable,” said the president.

The President stressed that the EU must honor its commitments to ensure adequate funding for the closure of the Ignalina nuclear power plant and the Kaliningrad Special Transit Program. The President also noted that EU security is a priority, so investment and political attention to the financing of the Military Mobility Service should be strengthened.

Speaking about the distribution principles of the European Recovery Fund, the President stressed that the criteria for allocating funds to Member States should be based on the economic impact of the pandemic and the latest statistics.

According to the President, the European Recovery Instrument should not be created at the expense of the EU’s multi-annual budget. Speaking on the instrument to combat climate change: the Fair Transition Fund, the President noted that Lithuania supports the provision on the use of the fund in a broader geographic and thematic scope.

The EVS video conference also provided brief information on the EU-UK negotiations and the implementation of the Minsk agreement. EU leaders agreed to extend sanctions to Russia.
