The coalition agreement was signed by the elders of the Seimas LVŽS and DP Aušrinė Norkienė and Vigilijus Jukna factions.
The coalition agreement establishes that it is agreed to cooperate by acting jointly in the opposition of Seimas.
Specifically: coordinating positions, drafting laws, opposition agendas, exercising parliamentary control, defending and preserving the rights of the opposition in parliament, holding coordination meetings before plenary sessions, and “acting in other ways provided by the Statute of the Seimas , which the coalition partners believe fulfilling their obligations to the Lithuanian people ”.
The coalition partners of the “peasant” and “worker” factions also agreed on a common position of the opposition leader of the Seimas.
S. Skvernel promises to be strict but fair
The leader of the opposition will be rotated: a representative of the LVŽS faction – 5 sessions of the Seimas, a representative of the DP faction – 3 sessions of the Seimas.
First, during the current spring session, the Seimas opposition leader will be a representative of the LVŽS faction. In the autumn part-session of Parliament, a representative of the DP Group, etc.
Only in the last year of the legislature will both sessions of the Seimas – spring and autumn – be chaired by the “peasant” opposition to the parliamentary opposition.
However, it is expected that the rotation procedure of the opposition leader of the Seimas will be reviewed and changed by consensus after the accession of other factions.
According to A. Norkienė, the LVŽS position does not change: they had and still have the only candidate for the opposition leaders of the Seimas: S. Skvernelis. His candidacy will be presented for parliamentary approval shortly.
When asked what he aspired to as the leader of the Seimas opposition, S. Skvernelis explained that the objectives are specified in the agreement.

“We really want to have a very strong opposition to the rulers on matters of principle. We certainly see an opportunity to agree on key issues and that way we can represent that part of the electorate that voted for the opposition parties. Also in the legislature, I think we also have a good chance of passing the necessary laws, even in opposition. And, of course, it is very important that the government has parliamentary control, oversight and guarantees the rights of the opposition, “said the nonpartisan politician proposed by the” peasants “and” workers “to the opposition leaders of Seimas.
S. Skvernel joked that he would be strict but fair with the rulers.
The main issues on the political agenda, in his opinion, today are social exclusion and the economy. It seems that we will live in a pandemic for a long time.
“Because of this, we really have something to offer and what decisions to make to see all the Lithuanian people today who are pressured and left alone with their problem. I mean small and medium-sized companies. Also those people who experienced all kinds of restrictions and limitations during the pandemic.
Even after the end of the pandemic, the compensatory mechanisms that were in place during the first quarantine will be needed. Exactly the same, we see a challenge with a huge debt that has been exacerbated by this Government. We do not see any decisive step on how to balance finances even when the budget for next year is approved, ”criticized S. Skvernelis.
“Governors divide society”
According to A. Norkienė, cooperation with the “employees” is expected in various areas, both in the exercise of parliamentary control and in the discussion of the positions of the Seimas factions regarding the bill.
“The goal is a political counterweight to the current majority, because we see that their initiatives still divide society and still try to unite it in some way, not divide it,” said the eldest of the Seimas LVŽS faction.

The shadow government of LVŽS, as A. Norkienė said, works in a completely different format.
V.Jukna explained that there is a lot of joint work in the opposition.
“In the name of being able to carry out these works, to work in a more constructive way, the opposition would fulfill its functions, that is why we signed this general agreement today,” commented the major of the Seimas DP faction.
When asked who the “workers” could become the leader of the Seimas opposition, V. Jukna explained that everyone on his team can take this position. However, this will be decided before the start of the fall session.
Involved and party presidents
The “peasants” and “workers” of the Seimas, who have become partners in the Coalition, form the Coalition Council to coordinate joint activities.
It will be composed of the opposition leader of the Seimas, up to 5 representatives of the LVŽS faction, up to 5 representatives of the DP faction and, at the request of the party presidents, the presidents of the parties represented by the Seimas factions that conclude this agreement on equal terms.
LUA is led by Ramūnas Karbauskis, who has left the Seimas, and DP – MEP Viktoras Uspaskichas.

The agreement stipulates that the coalition council will be chaired alternately by the elders of the constituent groups of the coalition or their deputies.
“Decisions in the Coalition Council are made by consensus. Coalition partners, in case of differing opinions on important issues of activity in a coalition, immediately inform each other and form a working group to prepare a compromise.” the document states.
It is stipulated that if one of the coalition partners initiates the termination of the cooperation agreement, it must inform the partners of this in advance, no later than one month before the termination date.

“Then a conciliation commission is formed, which cannot reach a consensus in a month, the contract is terminated,” agreed the Seimas in a coalition of “peasants” and “workers.
The Lithuanian Social Democratic Party faction also works in opposition to the Seimas. His elder Algirdas Sys spoke earlier:
“We are cooperating, but we will not sign an opposition agreement. We will not formalize. And that is how we communicate, we communicate today.”
