Later he specified to BNS that 150 thousand. The euro ceiling has been abolished since 2019, now there is no limit.

However, A. Palionis believes that the benefit limit will not benefit. He doubts if he would sign such an order as minister.

“We can do them (set the ceiling – BNS), only there will be no effect – the farms will count, the administrative burden will be NMA,” the minister told BNS.

He is convinced that other forms of support would be more helpful.

In addition, Palionis BNS said that the specific date of entry into force of the ceiling will be clear in the autumn, when the EU will decide how long the transition period of one or two years will be, and it will be clear when the commitments and requirements for the financial period 2021-2027. Furthermore, ceilings are not mandatory for EU member states.

“It will be clear when it will come into force, either from 2022 or from 2023. Then, when it turns out, the minister will set the cap or not by order,” the minister told BNS.

According to A. Palionis, Lithuania would like the transition period to last one year, which would mean that from 2022 more benefits and new agreements would be in force.

The minister emphasized that young farmers will be able to pay more direct payments than before, at least 2%. (instead of up to 2%), the state will be able to set the limits itself and approve them by allocating support to organic farms.

Land size restrictions have also been removed for the first declared land use (now up to 30 ha).

The published conclusions of the European Council establish that payments to large beneficiaries will be limited to 100 thousand. but the parties can decide otherwise.

After EU leaders approved the EU budget for 2021-2027 at the end of July, President Gitanas Nausėda proposed introducing a cap on these benefits. Representatives of his team said the maximum amount of benefits could be about 60,000. euros.

According to the president, payments to farmers should be socially fair, supporting not only large companies, but also small and medium-sized companies.

A. Palionis previously did not support the president’s initiative to set ceilings, as this, according to the minister, would reduce the competitiveness of Lithuanian farmers. According to him, the benefits could only be limited if the same procedure is applied in all EU countries.

The EU budget for 2021-2027, approved by EU leaders, foresees that direct payments to Lithuanian farmers will increase from 177 euros per hectare now to 200 euros in 2022, and in 2027 the minimum payment will reach 215 euros. . Payments to Baltic farmers were increased in the latest round of negotiations.
