For about a year, the Klaipėda County Police Chief Commissioner investigated this incident, compiled documentary material and conducted various expert reviews. The video also helped, as the event was recorded by a video recorder.
According to D. Alekna, no matter how painful it may be, this disaster occurred due to the boy’s careless behavior.
“As the child himself was the perpetrator of the traffic accident, the pre-trial investigation was terminated. The child behaved carelessly. Leaving the side road to the main road, he wanted to cross the main road and go to the bike path and pedestrians across the road.
At that moment there was a traffic jam and the boy went through the space of the cars … It is a pity, but he did not stop and deliberately dove all the way, both lanes, – said the prosecutor. – As the speed of the machine would be low, but sufficient for the scooter, between 15 and 20 km / h.
And the car slightly, slightly exceeded the speed, but the experts explained that the driver must brake when he sees an obstacle, but the obstacle begins to count when another vehicle leaves the road. When the scooter entered this road, in the opposite lane, the driver did not have the opportunity to see it and stop it. “

“There was a moment … unfortunately … It is always scary when children die due to life’s experiences. If there had not been congestion it would have been different, but suddenly it came out in the gap between the parked cars”, lamented the fiscal.
According to him, the family can still seek compensation for damages from the driver in civil proceedings, even though the driver has not been found guilty.

“We collected data, we executed orders and, in turn, we did everything, but it happens that the pre-trial investigation is terminated. Compiled in two volumes of the archive, there are about five hundred pages.
I want to emphasize that a lot of work was done, a lot of procedural steps and one side had requests and the other. Based on the material collected, the prosecutor decides whether to rescind with an indictment or if another rescission decision is made, ”said M. Dzermeika.

According to the chief, up to three examinations were carried out during the investigation. Independent experts were hired, the State Center of Experts functioned, and complex expertise was carried out.
“The driver slightly exceeded the speed, but the test answered that the technical possibilities to stop the vehicle were impossible because the child was invisible behind the cars. There was only one micro-moment when what caused the collision became visible, “said the chief.
On the day of the accident, the child, according to the case, was not wearing a helmet, but it is doubtful that it would have saved him, as the blow was fatal.

“The angle of the collision also determines, and it happened between the scooter and the SUV with the angle on the left side of the front. Imagine what hit and what chance the person would come out unscathed.
If the rear part were obstructed, it would hit the curve itself, it would probably knock over so much, and here a different situation, it would hit the scooter at an angle, throw it and die from the injuries ”, lamented M. Dzermeika, a lesson for all users Of the road.
It is important to follow the rules
According to the chief, on Wednesday, as we commemorate Car Free Day, most would not want such a painful tragedy to happen again.
So that parents do not think that a day without a car and the children themselves can drive other vehicles, more respectful with the environment, to school. We would like to be responsible, take care of minor children, assess the situation, in what area they live, what opportunities to go on scooters, bicycles, scooters to educational institutions, – said M. Dzermeika.
– Please parents remind us which age groups can participate in trafficking independently. Bicycles can only be used without the supervision of an adult from the age of 14, but with helmets. The same rules apply to scooters. A child from the age of 14 can travel only to an educational institution, but those under the age of 18 must wear a helmet. If it is not visible on the road, vest, etc. Please take care of those things. “
M. Dzermeika emphasizes that younger children generally cannot drive on the streets alone, as this can cause disaster.
Bicycles can only be used from the age of 14 without adult supervision, but with helmets. The same rules apply to scooters.
Lack of infrastructure
Last year’s accident also revealed a lack of infrastructure in the Klaipėda district. When neighborhoods sprouted near Klaipėda, crossroads, sidewalks and lighting were missing.
According to M. Dzermeika, the police are taking the initiative themselves, so there are many letters to various institutions, including the Highway Administration, Klaipeda District Municipality, regarding the improvement of infrastructure in the settlements.
“The metropolitan areas are surrounded by residential blocks. The same is near Klaipeda, an estimated 55 thousand people live there. What kind of morning movement there was, this showed when it happened, congestion of all the streets. The streets are not prepared for such flows. These are category D streets, although the flows are category B, said one of the Klaipeda police chiefs.
– Busy area, very few streets, very little infrastructure, no crosswalks, traffic lights, pedestrian / bicycle lanes. We recorded the total absence of measures for several years. “
