The Ministry of Social Affairs also proposes to establish a differentiation mechanism according to the amount of income received and to predict when it would not be allocated, around 90 thousand. According to the Ministry, in addition to social security pensions, people receive additional pension-type benefits from the state budget: state pensions, annuities, in addition, people can work and have work-related income.

According to the ministry, the amount of pension number 13 must be linked to an indicator or base amount that is indexed (for example, the level of minimum consumption needs, social security base pension) or a separate indexation mechanism must be established .

According to the Ministry, it would be appropriate to establish the conditions or circumstances in which the 13th pension would not be paid.

“In the event of an extremely difficult economic and financial situation in the country and without evaluating any macroeconomic indicator, the thirteenth pension would endanger the sustainability of public finances and fiscal discipline,” the ministry said.

It is also proposed to change the title of this benefit to a supplement to the social security pension or social assistance benefit. According to the ministry, the title of pension number 13 “increases the expectation of receiving the same amount of pension that is paid each month.”

“In addition, beneficiaries of the 13th pension would receive not only pensions, but also social assistance benefits, as well as benefits for special working conditions,” the ministry said.

The Ministry of Social Affairs proposes to consider the draft bill together with the draft bill for the approval of financial indicators of the state and municipal budget for 2022, since the need for additional funds would amount to about 180 million. euros.

ELTA recalls that after the presentation, the previous Seimas approved the proposal regarding the 13th pension.

The then rulers said that pension number 13 would help boost consumption, but the proposal was criticized by economists and the then opposition.
