The document in the possession of the SNB asks the former Minister of National Defense whether, in the course of that post, he received written or emailed proposals for the appointment of specific individuals to the post of military intelligence commander.

It will also be requested in the letter to indicate the persons who presented these offers, if any, and the way in which they were presented, with a copy when possible.

“We are asking for some clarification. Often when you ask questions orally, some people understand it this way, others understand it differently, which is probably a question of what it means to ‘consult’ and a written question is specific and detailed.” , Laurynas Kasčiūnas, chairman of the committee, explained to BNS on Wednesday.

Last week, Mr. Karoblis was invited to a closed NSGK meeting, in which he also inquired about the circumstances surrounding the appointment of the head of the AOTD. After this meeting, the president of the commission, BNS, stated that the situation had also been clarified on the subject of a “benchmark” in the absence of new circumstances.

“Why don’t we ask in the committee? Better later than never, ask now,” L. Kasčiūnas told BNS on Wednesday when asked why he had made further inquiries after the committee meeting.

The MP said that he was asking for additional information as chair of the committee and did not have to coordinate this request with other committee members.

L. Kasčiūnas says that R. Karoblis’s responses would help to analyze the procedure for appointing the leaders of the AOTD, which is planned to be changed, a working group convened in the committee.

“In the context of the analysis of the appointment procedure, it would be very good to know what decisions or appointment details, if any, will allow to organize the decision-making and appointment procedure so that there is no room for interpretation,” he added. said the president of NSGK.

However, he stressed that it would depend on the answers whether a parliamentary inquiry could be launched at a later stage.

“It will depend on that information, until now it is not talked about,” said L. Kasčiūnas.

R. Karoblis: The consultation process took place

In a closed session last Wednesday, the NSGK clarified the situation on the possible role of President Nausėda in the appointment of the head of military intelligence.

Following the meeting, R. Karoblis stated that during the appointment of the chief of military intelligence, a “consultation process” with the Presidency was underway, and other names were proposed in place of the designated colonel Elegijus Paulavičius.

“Colonel E. Paulavičius has been appointed Director of AOTD, as required by law. A consultation process was carried out prior to appointment with the President, Prime Minister and Chairman of the NSGC. I am pleased that this official has been appointed director of the AOTD, and I believe that the AOTD, the Ministry of National Defense and all the existing institutions have been lucky, ”said R. Karoblis.

Darius Kuliešius, the president’s adviser on national security, who attended the NSGC meeting, said the president had not pressured the minister to select his nominee, although he confirmed that the president was informally interested in the process.

“As a result of the candidacy, all those responsible for national security, both the president, the prime minister and the president of the NSGK, were interested in the candidacies and the president did so informally, since it is a very important institution for our national security. The process was such that during it the best candidate was selected, ”said the president’s adviser.

“We value these rumors as a kind of conspiracy theory, because I can confirm very responsibly that the president acted legally, the candidate is chosen precisely the one that was provided by the Minister of National Defense”, said D. Kuliešius after the meeting.

About the meeting – different versions

NSGK Chairman L. Kasčiūnas last week, after the committee meeting at BNS, stated that R. Karoblis’s poll on the committee’s interest in the process of appointing the head of AOTD may be canceled if not new information comes out.

“If there are no other aspects, then I think a point has been made for this minute (…) If any new information comes out, anything is possible,” L. Kasčiūnas told BNS.

Presidential spokesman A. Bubnel informed BNS last week that a few days before the NSGK meeting in which Karoblis was questioned. D. Kuliešius, adviser to the head of the country, had met with L. Kasčiūnas.

A representative of G. Nausėda stated that the meeting took place when the NSGK meeting was announced.

“D. During the conversation, Kuliešius was informed about his intentions to participate in it,” said A. Bubnelis.

However, L. Kasčiūnas told BNS at the time that the issue of the ombudsman, the intelligence ombudsman, was discussed during the meeting.

“Question from the Ombudsman. We don’t really discuss anything about what happened today,” L. Kasčiūnas said last week.

He also assured that he had learned of D. Kuliešius’s intentions to participate in the NSGK meeting not during this meeting, but the day before the meeting.

“No, I found out about your intention to attend on Tuesday,” said the NSGK president.

The media and various SNB sources said that G. Nausėda had offered his candidates for the post of head of military intelligence. By law, the head of military intelligence is appointed by the Minister of National Defense.

The presidency did not respond to specific questions from the BNS about the role of the president in the appointment of the intelligence chief, but assured that “the head of the AOTD was selected in accordance with the requirements of applicable law and national security interests.”

At the end of January, LNK News announced that the circumstances of the appointment of the Chief of Military Intelligence may be one of the reasons why R. Karoblis was not appointed Ambassador in Brussels or Washington, since the Presidency could count on his candidate Saulius Guzevičius , partner of Darius Jauniškis, Head of the Department of State Security.

The SSD confirmed to the SNB that D. Jauniškis and S. Guzevičius had known each other for several decades and had served in the Special Forces of the Lithuanian Special Forces, but the SSD stated that D. Jauniškis “neither intended nor intended to influence” the process of appointing a head of military intelligence.

Mr. Nausėda previously said that he had no objections to Mr. Karobli’s appointments.

He claimed that both Karoblis and former Foreign Minister Linas Linkevičius needed a “political cooldown” of their ministerial duties.
