Next Wednesday, the Cabinet of Ministers will consider approving the draft resolution prepared by the Ministry in principle, but improving on the proposal of former members of the Seimas Vanda Kravčionok and Zbignev Jedinskij to grant a thirteenth pension of 200 EUR once a year (in December) to beneficiaries of social security pensions and social assistance benefits.
In general, the Government supports the conclusions drawn by the ministries, which are agreed with the different institutions. However, after receiving the Government’s conclusion, the new Seimas will have to have the last word on the thirteenth pension.

The new Seimas is already proposing to improve the project – to legalize the thirteenth pension in a new law, since this lump sum was intended to mitigate the negative consequences of COVID-19, and the thirteenth annual pension – to reduce social exclusion.
The Ministry also proposes to establish a differentiation mechanism according to the amount of income received and determine when it would not be granted (because around 90 thousand people, along with social security pensions, receive additional pension benefits from the state budget: state pensions , annuities (on average 63 to 1306 euros In addition, people can work and have work-related income)
In addition, it is proposed to link the amount of the thirteenth pension to an indexed basic amount or indicator (for example, the level of minimum consumption needs, the basic social security pension) or to establish a separate indexing mechanism.
The Ministry proposes to consider the new draft bill together with the draft bill for the approval of financial indicators for the state budget and municipal budgets for 2022, since the need for additional funds would amount to about 180 million. euros).
Representatives of the new ruling majority have repeatedly criticized the idea of legalizing the thirteenth pension.
